Pursuant to the provisions of General Municipal Law § 88-a, a Merit Award Board is hereby established in and for the City.
A. 
The Merit Award Board shall consist of three members consisting of the Mayor, Corporation Counsel and one Councilor who shall be appointed by the City Council. The term of the Councilor so appointed shall be for two years.
B. 
Appointments to fill vacancies shall be for the unexpired term of the Councilor whose term becomes vacant. Such appointment to fill said vacancy shall be made in the same manner as the original appointment.
The Merit Award Board shall perform all the duties and shall have all of the powers prescribed by General Municipal Law § 88-a and such other and further powers as may be conferred upon the Board by this article or by such amendments to this article as may from time to time be enacted by the City Council.
The Merit Award Board shall adopt rules and regulations to provide for the rewarding of employees of the City of Auburn.
The determination of the Merit Award Board to reward an employee shall be by a majority vote, and all three members shall constitute a quorum.
