A. 
Generally. No person shall hereafter set any post or tree outside of the curbline. No posts hereafter set shall be set immediately inside the inner line of the curb, in streets or lands where curbs are set. All ornamental or shade trees hereafter planted shall be placed inside the inner lines by the curb on a line established by the Superintendent of Engineering Services and on the same line throughout the entire length of the street.
B. 
Permit required. No person shall hereafter plant or set between the sidewalk and the curbline any tree or shrub without first having applied to the Superintendent of Engineering Services and obtained permission therefor.
A. 
Prohibited upon private and public property. No person shall hereafter plant, set or suffer to grow upon his or her land, or in the space between the sidewalk and the curb adjoining his or her land, or elsewhere, any tree of the poplar or willow species.
B. 
Destruction. Any such tree found to be growing may be ordered and caused to be cut down or otherwise destroyed by the Superintendent of Engineering Services, and it shall be the duty of every person upon whose lands any such trees may be growing to cut down and destroy the same upon and in accordance with the order and direction of the Superintendent of Engineering Services.

Clearance. All trees planted or growing in any street, or overhanging any street or sidewalk from private lands, shall be kept by the owner or occupant of such private lands, or the lands adjoining such street or highway, suitably trimmed and cut so that the lower limbs and branches thereof shall be no less than 12 feet above the street or sidewalk and so that such trees shall not in any manner from any cause interfere with, obstruct, impede, or be hazardous, dangerous or detrimental to the health or safety of any person on any street or sidewalk.
B. 
Trimming. The Superintendent of Engineering Services or his or her designee shall have the right to enter upon such adjoining private lands to trim any such trees to such additional height or cut or remove the same in such a manner as he or she may deem advisable. No person shall cut down or severely trim any tree growing in the highway without first having obtained a permit therefor from the Superintendent of Engineering Services.
