§ 285-12 Applicability.

The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.

§ 285-13 Alternate parking.

A. Year-round. Except where otherwise prohibited, vehicles shall not be parked on even-numbered sides of streets on odd-numbered days of the month for a twenty-four-hour period commencing at 6:00 p.m. nor on odd-numbered sides of streets on even-numbered days of the month for a twenty-four-hour period commencing at 6:00 p.m.

B. There shall be a period of time from 5:30 p.m. to 6:30 p.m., each day, during which time the alternate parking regulations will not be enforced in order to allow vehicles a reasonable period of time to be legally parked. This provision shall not apply to any emergency occurrences or situations.

C. Exceptions to year-round alternate side parking.

B. Any and all recreational vehicles (also known as "campers" and "mobile homes"), motorized or otherwise, are prohibited from parking upon any highway within the City for more than two hours within a twenty-four-hour period. The City Manager or his or her designee may, at his or her discretion, extend the aforementioned two-hour period by permit only for a period not to exceed 24 hours.

C. There is created a Variance and Exemption Board composed of five individuals, who shall be appointed by the Mayor and Council; in particular, the Mayor and each member of Council shall appoint one member to serve on the Board, which shall be empowered to grant variances and waivers from the provisions of the year-round alternate-side parking set forth in Article V of Chapter 285 of the Auburn Municipal Code. The Board shall create a form to be used as an application for a variance or waiver from the year-round alternate-side parking. The Board shall meet at least every six months to evaluate the impact of the granting of prior variances and waivers that have been issued. The Police Chief and Fire Chief shall serve on the Board as nonvoting, ex officio members.

§ 285-15 Bus stops, taxicab stands, loading zones and handicapped parking spaces.

Pursuant to Vehicle and Traffic Law § 1603(a) and subject to the limitations imposed by Vehicle and Traffic Law §§ 1645 and 1684, the City Manager or Chief of Police may designate no parking, standing or stopping zones for bus stops, taxicab stands, loading zones and handicapped parking spaces.

§ 285-16 Municipal parking lot regulations.

A. Parking shall be made available for 10 or more hours, unless otherwise designated or permitted in the following City parking lots:

(1) Dill Street Parking Lot.

(2) Seminary Avenue Parking Lot.

(3) Seward Lot: 10 hours.

(4) Court Street Parking Lot.

(5) Miller Street Scenic Parking Area.

B. Parking restricted. The parking of vehicles, except for City Hall employees and visitors to City Hall, in areas designated by the City Manager, is hereby prohibited in the following locations: Lincoln South (City Hall) Parking Lot.

§ 285-17 Parking time limit on all streets.

No vehicle shall be parked on any City street for a period in excess of 72 hours at any one time, except where otherwise permitted.
