This chapter shall be known and may be cited as the "Neighborhood Preservation Code Ordinance."
A. 
The purpose of this code is to promote voluntary compliance with the minimum property maintenance standards set forth herein, within Chapter 55 of this code and the New York State Building Code. There exists a need to emphasize property maintenance within neighborhoods above and beyond the regulations of Chapter 55 of this code and the New York State Building Code, Subchapter F, Housing Maintenance.

Therefore, these additional regulations have been developed to provide relief for neighborhoods experiencing problems with residents who repeatedly violate City ordinances and demonstrate an inability to remain good neighbors by maintaining the exterior of their property. It also provides additional tools for the City's Code Enforcement Officer to achieve compliance with Chapter 55 of this code and the New York State Building Code for housing maintenance.
The procedures set forth in this part constitute an alternative procedure and are nonexclusive and do not, in any manner, limit or restrict the City in the enforcement of other City ordinances or the abatement of public nuisances in any other manner provided by law.
