A preliminary plat shall be required for any
land proposed to be subdivided into a major subdivision.
Previous to the filing of an application for
conditional approval of the preliminary plat, the subdivider shall
consult with the City Manager, City Engineer and Planning Board while
the plan is in sketch form to acquaint himself or herself with city
ordinances, local laws, planned projects, contract requirements and
general subdivision information. A meeting between the Planning Board
and the subdivider shall be held to alert all concerned on new developments
and what is contemplated. Should a subdivider wish to develop a site
by sections or in parts, it will be necessary for the subdivider to
present at such preapplication meeting a general layout of the overall
site, including data as the Planning Board determines is necessary
for its consideration. A reproducible copy of the preapplication sketch
shall be provided to the City Engineer. After the general program
and objectives are known, the subdivider shall then prepare a preliminary
plat of the individual subdivision sections to be developed.
The subdivider shall prepare the preliminary plat in accordance with the design standards and requirements of §
162-14.

Four copies of the preliminary plat of a subdivision
together with a completed written application form and an application
fee as set from time to time by resolution of the City Council shall
be filed with the City Manager.
Upon receipt of the preliminary plat, the City
Manager shall determine if the proposed preliminary plat meets with
the requirements and design standards of the Land Subdivision Regulations.
The City Manager within 30 days of receipt of the preliminary plat
shall transmit the plat along with the findings of his or her review
to the Planning Board for their review.

The Planning Board shall review preliminary
plats according to the requirements set forth in General City Law
§ 32, Subdivision 5. The action of the Planning Board shall
be so noted on the drawings. The Planning Board shall then communicate
in writing with the subdivider and at the same time return one signed
preliminary plat drawing. The remaining three copies shall be retained
by the Planning Board Chairman, City Manager and City Engineer respectively.
Conditional approval of any preliminary plat by the Planning Board
shall be effective for only a one-year period from the date of approval
after the expiration of which such approval shall be considered canceled
and rescinded, unless extended in writing by the Planning Board. Conditional
approval is revocable and shall not constitute final acceptance of
the plat of the proposed subdivision. It is to be considered only
as approval of the general layout.
The preliminary plat shall include the following
information and data:
A. Title. Title under which proposed subdivision is to
be recorded, with name of owner or subdivider, notation stating acreage,
datum, bench marks, North arrow and date survey was made. The word
"preliminary" shall be noted above the title.
B. Scale. The plan shall be drawn to a scale of not smaller
than 100 feet to the inch. (Appropriate scale shall be used for small
parcels.)
C. Tract boundary lines. Bearings and distances of the
proposed plat with names of adjacent subdivisions or owners of unplatted
lands.
D. Existing streets on and adjacent to tract. Name, right-of-way
width and location; type, width surface.
E. Existing utilities on and adjacent to tract. All existing
utilities must be identified and approximate locations shall be shown.
F. Existing contours. Contours based on USGS datum plane
or one approved by City Engineer. Contours at five-foot intervals.
Two-foot contours shown in relatively flat topography. Contours shall
be shown beyond subdivision bounds to indicate drainage patterns.
G. Key map. Including proposed street system of any adjoining
land owned by subdivider.
H. New streets. Proposed names; rights-of-way and roadway
widths.
I. Other rights-of-way or easements. Proposed location,
width and purpose; including street extensions as are necessary to
provide adequate street connections to adjacent land.
J. New utilities. Proposed plan of utilities with approximate
pipe sizes.
K. Lot lines, lot numbers. Proposed layout, number and
dimensions of lots.
L. Sites. (If any) reserved or dedicated for parks, playgrounds
or other public uses.
M. Building lines. Show dimensions and location of existing
buildings to remain in place, and setback lines for new construction.
N. Approval certificate. Place for signature of Chairman
of the Planning Board and date of conditional approval by the Planning
Board.
