A. 
The Chief of Police shall have the power, in the event of fire or other emergency or to expedite traffic or to safeguard pedestrians or property, to direct traffic as conditions may require, notwithstanding the provisions of the Vehicle and Traffic Law or of local laws, ordinances, orders, rules, regulations, administrative code or sanitary code provisions regulating traffic.
B. 
The Chief of Police shall, in the exercise of his or her powers as set forth in Subsection A herein, cause appropriate signs to be temporarily erected whenever necessary to adequately advise all persons of such temporary changes.
The Chief of Police may determine the location of loading zones and shall erect or maintain or cause to be erected or maintained appropriate signs indicating the same. It shall be unlawful to stop, stand or park a vehicle for a period of time longer than necessary for the unloading and delivery or pick up of materials in any place marked as a loading zone.
A. 
Five-ton limit. All trucks, commercial vehicles, tractors and tractor-trailer combinations in excess of five tons, except for government vehicles, are hereby excluded from the following highways within this City:

B. 
Exception. The regulation established in this section shall not be construed to prevent the delivery or pickup of merchandise or other property along the highways from which such vehicles and combinations are otherwise excluded.
A. 
The left lane for northbound vehicles on Liberty Street at approach to East Main Street shall be used only for left turns onto East Main Street.
B. 
The right lane for northbound vehicles on Liberty Street at approach to East Main Street shall be used only for right turns onto East Main Street.
C. 
The left lane for southbound vehicles on Bank Street at approach to Main Street shall be used only for straight through and left turns onto Main Street.
D. 
The right lane for southbound vehicles on Bank Street at approach to Main Street shall be used only for right turns onto Main Street.
E. 
The left lane for northbound vehicles on Jackson Street at approach to East Main Street shall be used only for left turns onto East Main Street.
F. 
The right lane for northbound vehicles on Jackson Street at approach to East Main Street shall be used only for right turns onto East Main Street.
