There is hereby established a comprehensive chapter to regulate the hours and use of village parks and recreational facilities for the protection and promotion of the public health, safety and general welfare of the residents of the Village of Blasdell.

No person shall, without a permit issued by the Village Clerk-Treasurer:

A. 

Loiter or remain within any park in a vehicle or otherwise before 8:00 a.m. or after 9:00 p.m. during day light savings time, or loiter or remain within any park in a vehicle or otherwise before 8:00 a.m. or otherwise after dusk during periods of any calendar year under standard time.

B. 

Post or display any sign, banner or advertisement of any kind within any park or play any music or offer any article for sale except as otherwise provided by law.

C. 

Make any public speech, oration or harangue; hold any public meeting; use any loudspeaker or other sound-amplifying equipment.

D. 

Picnic or cook, make or kindle any fire, sleep or camp in any park, park building or public play area.

E. 

Carry, transport, drink or have in possession any alcoholic beverage on or over any public park, park building or public play area.

No person shall injure, deface, disturb or in any way damage any part of a village park or public play area nor any building, sign, fence, equipment or other property found therein; nor shall any tree, flower, shrub, rock or other mineral be removed, injured or destroyed; nor shall any turf or lawn be removed or willfully destroyed.

No person shall litter any park or public play area, and no trash, garbage or refuse of any kind shall be left on any park except in receptacles provided for same.

A. 

Any person convicted of violating any provisions of this chapter shall be subject to a fine of not more than $250 or to imprisonment for not more than 15 days, or to both such fine and imprisonment for each such offense.

B. 

In addition, any person convicted of violating § 160-3 of this chapter shall be liable for damages incurred for park property.
