The Police Commissioner shall be the chief executive
officer of the Police Department. He shall, under the direction of
the Board of Supervisors, be in charge of the police force and have
supervision over its members, in the exercise of their powers, duties
and authority.
Subordinate to the Police Commissioner there
may be a Chief of Police, lieutenant, sergeant and patrolman established,
or any other classification which the Board of Supervisors shall hereinafter
designate. The priority of authority among such subordinate classifications
is whether they shall be on a full-time or part-time basis, and the
compensation of each shall be determined by the Board of Supervisors
from time to time.
Nothing herein contained shall affect the authority
of the Police Commissioner to appoint special policemen during emergencies.
All accident reports and reports of violation
shall be submitted to the Police Commissioner every week for his review
and he, or the Chief of Police, shall submit a report to the Board
of Supervisors at its regular meeting.
