To the Secretary of the Commonwealth of Pennsylvania
Harrisburg, Pennsylvania

In compliance with the requirement
of the Municipality Authorities Act of 1945, approved the second day
of May 1945, P.L. 382, as amended,[1] and pursuant to an ordinance adopted by the Council of
the City of Bradford in the County of McKean and Commonwealth of Pennsylvania
that a Municipal Authority be established and that a Certificate of
Incorporation be issued to said Authority, does hereby certify:

The name of the Authority shall be: "Downtown
Bradford Business District Authority."

B.
|
The Authority is formed under the Act of May
2, 1945, P.L. 382, as amended, known as the "Municipal Authorities
Act of 1945."

C.

The only other Authorities organized under the
provisions of the Act, or the Act approved the 28th day of June 1945,
P.L. 463, and still in existence within said City of Bradford are
the following:

Bradford Sanitary Authority.
| ||
(2)
|
Bradford City Water Authority.
| ||
D.
|
The name of the incorporating municipality is:
City of Bradford in the County of McKean and Commonwealth of Pennsylvania
and its Council officials are.[2]

The purpose or purposes for which the Authority
is organized and the powers relating thereto are as provided for in
said Municipal Authorities Act of 1945, as amended; provided, however,
that all plans for the use of said powers of the Authority are approved
by City Council.

The names and addresses and terms of office
of the first members of the Board of said Authority are as follows.[3]
