There is hereby created an advisory commission for recreation which shall be known as the "Recreation Commission."
The Recreation Commission shall be comprised of no fewer than five (5) members, who shall be residents of the City of Bradford and who shall be appointed by the City Council to serve at the pleasure of the City Council. In addition, there may be appointed nonvoting associate members who may be residents of other municipalities. The City Council shall designate one (1) member of the Commission to serve as its Chairman.
The powers and duties of the Recreation Commission shall be the following:
A. 
To advise the City Council or its authorized representative in regard to recreation facilities and policies.[1]

To study and to recommend to City Council or its authorized representative ways in which the recreation program and facilities can be improved, expanded and used more efficiently.[2]

C. 
To work with City Council or its authorized representative in developing joint recreation facilities with other municipalities.[3]

D. 
To study and make recommendations regarding the rate schedules for use of city recreation facilities.
E. 
Such other duties regarding recreation as the City Council may from time to time designate by resolution.
