There is hereby established the Municipal Board of Appeal (herein called "Board"), which shall have the function of hearing all appeals from administrative rulings and orders of officials of the City of Bradford, with the exception of zoning matters.
The Board shall consist of twelve (12) members appointed by the City Council. The initial appointments shall be for one (1), two (2) or three (3) years so that in subsequent years four (4) members shall be appointed each year for a term of three (3) years. Vacancies shall be filled for the unexpired term. The City Council shall appoint members with diverse experience, education and training to make the Board representative of the community in general.
Members of the Board shall serve in rotation on panels of three (3) members selected by the City Council or its authorized representative to hear individual appeals or a series of appeals. The City Council or its authorized representative may select a member for a particular panel out of rotation if the member possesses special experience, education or training of a technical nature that would be useful to the panel in a particular appeal hearing. The City Council or its authorized representative shall designate the Chairman of the panel.

On appeal, the panel shall have the power to approve, reverse or modify any administrative order or action of any city official, appeal from which is authorized by ordinance, by the affirmative votes of two (2) members. No member shall pass upon any question by which he, or any corporation in which he is a shareholder, would be peculiarly benefited. It is the intention of this Article that the members of the Board shall be impartial and disinterested in the matters which come before them.
Proceedings of the Board shall be in accordance with applicable law and such rules of procedures as the Board may adopt with the approval of City Council.
