The lot of land aforesaid[1] is hereby dedicated, set apart and assured for the uses and purposes of said proposed free public library, and the managers thereof and their successors in office provided for in said agreement are hereby authorized and empowered to enter upon and continue in possession of the premises above described, to maintain thereon, alter, enlarge or reconstruct, at their discretion, a suitable building for said free library and to conduct the same as in the agreement hereto appended,[2] or as the same may be hereafter modified, or as may be otherwise in any manner lawfully authorized, situated in said City of Bradford in the County of McKean and Commonwealth of Pennsylvania, bounded and described as follows: commencing at the intersection of the east line of Congress Street and north line of Corydon Street, thence north along the east line of Congress Street fifty (50) feet to a post, thence east and parallel with Corydon Street ninety-nine (99) feet to a post, thence south and parallel with Congress Street fifty (50) feet to the north line of Corydon Street, thence west by the north line of Corydon Street to the place of beginning.

The library so as herein and by virtue of said appended agreement established[1] shall be maintained at a cost not to be less than three thousand dollars ($3,000.) per year, and if from the sources provided under and by virtue of said appended agreement said sum of three thousand dollars ($3,000.), or any part thereof, shall not be realized for the cost of the maintenance of said library in any year, such deficiency shall be paid or otherwise made good and it is hereby guaranteed on the part of said City of Bradford to the Board of Managers of said Carnegie Public Library.

Carnegie Public Library of the City of Bradford, McKean County, Pennsylvania, having been established to provide free public library service, is hereby authorized and designated to act as the agent of the City of Bradford to provide public library service to the residents and taxpayers of the city.
The City of Bradford will assist in the maintenance of Carnegie Public Library pursuant to Section 410 of the Library Code.[1]

In accordance with Section 411 of the Library Code,[1] the City Council of the City of Bradford will appoint three (3) persons to serve as its representatives on the Board of Trustees of the Carnegie Public Library. The first appointee shall be appointed as nearly as may be for one (1) year, the second appointee for two (2) years and the third appointee for three (3) years. All appointments to fill the places of those whose terms have expired shall be for a term of three (3) years. Vacancies shall be filled for the unexpired terms. All members shall serve until their successors have been appointed. No member of the Board shall receive any salary for his service as such.

In accordance with Section 413 of the Library Code,[1] all moneys appropriated for the maintenance of Carnegie Public Library and all moneys, if any, received from other sources for its use shall be under the exclusive control and shall be disbursed under the direction of the Board of Library Directors.

The Board of Trustees of Carnegie Public Library shall make a report annually to the City Council of the City of Bradford, Pennsylvania, of the moneys received by such library from the municipality and the dispositions made thereof, and the accounts of the Treasurer of the Board of Trustees of Carnegie Public Library shall be audited as in the case of other municipal expenditures.
Carnegie Public Library shall be free of use to the residents and taxpayers of the City of Bradford, Pennsylvania, subject to such reasonable rules and regulations as the Board of Trustees may adopt, and the Board may exclude from the use of the library any person who willfully violates such rules.
