As used in this chapter, the following terms shall have the meanings indicated unless a different meaning clearly appears in the context:
ADVANCED LIFE SUPPORT SERVICES
The ambulance service provided by the City of Bradford Fire Department in the greater Bradford area.
BASIC LIFE SUPPORT SERVICES
The ambulance service provided by the City of Bradford Fire Department in the greater Bradford area.
EMERGENCY MEDICAL TECHNICIANS
Emergency medical technicians who are members of the Bradford City Fire Department.
PARAMEDICS
Paramedics who are members of the Bradford City Fire Department.

A. 
The City of Bradford will charge the following amounts to persons utilizing its basic life support services:

(1) 
The all-inclusive Basic Life Support rate is $850 plus $25 per mile.

(2) 
In addition to the base rate set forth above at Subsection A(1), there will be a charge of $50 for the use of oxygen.
B. 
The City of Bradford will charge the following amounts to persons utilizing its advance life support services:

(1) 
The all-inclusive rate for Advance Life Support 1 is $1,100; the all-inclusive rate for Advance Life Support 2 is $1,350 plus $25 per mile.
(2) 
The all-inclusive rate is $575 for all paramedic intercept services.
(3) 
The following rates are Treat/No Transport charges:
(a) 
MVA or Non-MVA with evaluation and possible treatment $400.
(b) 
MVA or Non-MVA with evaluation and administrations of drugs/oxygen $400.
C. 
The City of Bradford will charge $500 for rescue tools, utilized when deemed necessary by the Fire Chief or other rescue personnel acting in his stead to extricate person(s) from a motorized vehicle or any other life-threatening situation.

D. 
Federal and state aid will be accepted when the patient is eligible and payment is made with the maximum allowable fee payable by each governmental agency and thereby deducting the contractual allowance permitted by said governmental agency.
E. 
As per contract agreement, the Federal Correctional Institute, McKean (FCI McKean), will pay the rates as set forth in the most current contract agreement for inmate ambulance service.
F. 
As per contract agreement, Foster Township, Lafayette Township, Corydon Township, Bradford Township and Lewis Run Borough will pay the rates as set forth in the most current contract agreement for ambulance service for their respective residents.

G. 
A fee of $75 will be charged for Lift Assists for non-City residents outside of the Bradford City limits.

A. 
All calls received by the McKean County 911 Center will be immediately relayed to the Bradford City Fire Department. The McKean County 911 Center will make all determinations whether advance life support or basic life support will be dispatched to the emergency, as per existing protocol and information received from the caller.
B. 
The Bradford City Fire Department ambulance will deliver all persons to a receiving hospital within a thirty-mile radius of Bradford, with the exception of FCI McKean inmates, who shall be transported per the terms of any existing valid contract between the City and FCI McKean. In addition, when responding to mutual aid calls for Hilltop Ambulance Service or Otto Eldred Ambulance Service, the patient may be transported to a receiving hospital within a thirty-mile radius of the incident.
C. 
The Chief of the Fire Department of the City of Bradford is authorized to draft regulations governing the operation of the ambulance and the activities of paramedics and emergency medical technicians for submission to the City Council of the City of Bradford for adoption.

A. 
All billing for ambulance service imposed by this chapter, together with the costs of collection imposed under this chapter, shall be recoverable by the City Solicitor as other debts of like amount are recoverable.
B. 
Where billing for ambulance service has proceeded to the collection stage, either by certification to the City Solicitor or upon being sent to the City's collection agency for collection, whichever is applicable, the person liable therefor shall, in addition, be liable for all costs of collection, including but not limited to a twenty-five-percent collection fee when the delinquency is sent to the City's collection agency.
