Vehicles and traffic — See Ch. 210.
No person shall ride or propel a bicycle upon
any street or other public highway in the City of Bradford without
first having secured and attached to such bicycle a proper license
tag, as provided hereinafter.
Application for a license to own and operate
a bicycle within the City of Bradford shall be made to the Traffic
Division of the Police Department upon a form to be approved by the
City Council. The application shall be accompanied with a fee of $0.50,
to be paid in the office of the City Treasurer, who shall have control
of said fund, keeping a record of receipts and disbursements made
by him as needed to comply with the conditions set forth in this chapter.
Upon receipt of such application in proper form, the director of the
Traffic Division of the Police Department shall provide, at the expense
of the City, a proper tag which he shall cause to be attached to the
frame of the bicycle in a substantial manner. The removal of any such
tag, except by proper authority, shall be a violation of this chapter.

Every license issued hereunder shall be deemed
to be granted subject to the following conditions:
A.
No bicycle or tandem shall be ridden by more persons
than can be properly seated on the seats originally designed and placed
on them by the manufacturer.
B.
No bicycle shall be ridden faster than is reasonable
and proper, but every bicycle shall be operated with reasonable regard
to the safety of the operator and any persons upon the sidewalks,
streets and other public highways of the City.
C.
Persons riding bicycles shall observe all traffic
signs and stop at all stop signs.
D.
No person shall operate a bicycle upon any public
highway in the city between 30 minutes after sunset and 30 minutes
before sunrise without a lighted headlight, properly focused, giving
a clear white light, visible under normal atmospheric conditions from
the front thereof for not less than 500 feet, firmly attached to such
bicycle and properly lighted, or without a red light, properly lighted,
or a red reflector attached to the rear thereof and visible, under
normal atmospheric conditions, for 500 feet from the rear thereof.
E.
No person shall ride or propel a bicycle upon any
street or other public highway in the City abreast of more than one
other person riding or propelling a bicycle.
F.
All bicycles shall also have a bell attached to the
same which shall be rung when needed to give warning of the approach
or presence of said bicycle.
G.
No person shall be permitted to ride a bicycle on
any sidewalk within a business district of the City of Bradford.

Any person violating any provision of this chapter shall, upon conviction thereof, be sentenced to pay a fine of not more than $25 and costs of prosecution or to imprisonment for not more than 10 days, provided that in case of any violation of any provision of § 74-3 of this chapter, the hearing officer may, in lieu of or in addition to the above-prescribed penalty, suspend the license of the violator for a period of not more than 30 days, and provided further that if any violation of any provision of this chapter is also a violation of any provision of the laws of Pennsylvania or of Chapter 210, Vehicles and Traffic, the violator shall be prosecuted under such law or traffic ordinance, as the case may be, and not under this chapter.
