At least 30 days prior to the commencement of
any work of paving or resurfacing of any street in the City of Bradford,
the Director of Public Works, by advertisement in a newspaper of general
circulation in the City, shall give notice of such contemplated work
and the date of the proposed commencement thereof and shall direct
that all public utility companies, all municipal authorities and all
owners of abutting property, prior to the commencement of such work
of paving or resurfacing such street, lay all necessary pipes, conduits
and laterals and make all necessary connections for sewerage, water,
gas, heating, lighting or any other purpose whatsoever along and in
the sections of the street where such proposed work is to be done,
provided that the City may also, at the discretion of the Director
of Public Works, give individual or personal notice, in addition to
the published notice, to any such public utility companies, authorities
and/or property owners.

The surface of any section of any street hereafter paved or resurfaced, following published notice given as provided in §
189-6 of this article, shall not again be torn up or opened until at least five years after the completion of said paving or resurfacing project, except in case of unavoidable accident, in which case the person proposing to open or tear up the surface of such street shall conform in every respect to the requirements of the ordinance governing street openings and excavations in the City. Any person who shall violate any provision of this section commits a summary offense and, upon conviction, shall be sentenced to pay a fine of not more than $1,000 or to imprisonment for not more than 90 days, or both.
