It shall be unlawful for any person to place
upon or to allow to run onto any street any waste material, water,
oil or other liquid, grease, sand or dirt.
It shall be unlawful for any person to place any obstruction upon any street or to place any obstruction upon any sidewalk except for the time required to load or unload the same. Nothing in this section shall prohibit the storage of merchandise on sidewalks as permitted by §
189-33 of this article.
It shall be unlawful for any person to display
for sale upon any street any motor vehicle. It shall be unlawful for
any person to display upon any sidewalk any goods, wares or merchandise,
except that:
A. Merchandise may be displayed upon the sidewalk abutting
the property from which it is sold, provided that it shall not occupy
more than the innermost 36 inches of the width of the sidewalk closest
to the building and farthest from the curb, so long as 84 inches of
sidewalk shall remain open and unobstructed. Merchandise, tables,
displays, etc., shall not be permitted to remain on the sidewalk after
the close of business on any day.

B. Tables and/or chairs for the purpose of outdoor dining may be placed upon the sidewalk abutting the property from which the food is being sold, provided that such furniture shall not occupy more than the innermost 36 inches of the width of the sidewalk closest to the building and farthest from the curb and so long as 84 inches of sidewalk shall remain open and unobstructed. Any establishment wishing to utilize outdoor dining must be in possession of a current health license issued by the City of Bradford Health Department. Under Chapter
65, alcoholic beverages are prohibited from being served on public land, which would include all sidewalks. Covered waste/trash receptacles must be provided by the establishment providing outdoor dining, and all such tables, chairs, receptacles, etc., shall not be permitted to remain on the sidewalk after the close of business on any day.

C. During the holding of special sidewalk sales, merchandise
may be displayed on and sold from the sidewalk on such days and between
such hours as shall be designated by the City Council or its authorized
representative for the purpose, and only such portion of the sidewalk
as shall be specified by the City Council or its authorized representative
may be occupied by such merchandise and/or stands or tables therefor.

It shall be unlawful for any person to coast
or ride upon a sled or similar conveyance upon any sidewalk in the
City or upon any street unless such street shall have been set apart
and designated by the City Council or its authorized representative
as a "play highway" and shall have been blocked off or otherwise adequately
protected from vehicular traffic. Nothing in this section shall prohibit
any adult from pulling or drawing a sled with a child as a passenger
thereon upon any sidewalk.

Any person who shall violate any provision of
this article commits a summary offense and, upon conviction, shall
be sentenced to pay a fine of not more than $1,000 or to imprisonment
for not more than 90 days, or both
