The Board of Review shall consist of the Village President, the Village Clerk-Treasurer and two or more members of the Village Board appointed annually by the President, subject to confirmation by the Village Board. The Assessor shall attend all meetings of the Board of Review but shall not vote.
A. 
Duties. The Village Board of Health shall assume the general administration of health and sanitation laws and regulations in the Village, supervise the work of the Health Officer and attend to the administration and enforcement of the health laws of the state and the rules and regulations prescribed by the State Department of Health and Family Services and the ordinances of the Village. The Village Board shall constitute the Board of Health.
B. 
Powers. The Board shall take such measures and make such rules and regulations as shall be necessary and effectual for the preservation and promotion of the public health in the Village. All orders and regulations of the Board shall be published in the official newspaper and after publication shall have the force and effect of ordinances, including penalty for violation.
The Village Planning Commission shall consist of three members of the Village Board and four citizens of the Village appointed by the President, subject to confirmation by the Village Board. The citizen members shall serve for terms of three years beginning on May 1 following their appointment.
The Zoning Board of Appeals shall consist of five citizens of the Village appointed by the President, subject to confirmation by the Village Board, for terms of three years beginning on May 1 succeeding appointment, provided that of those first appointed, one shall serve for one year, two for two years, and two for three years. The President may appoint for a term of three years two alternate members who shall act, with full power, only when a member of the Board refuses to vote because of interest or when a member is absent.

The Smart Growth and Economic Development Commission shall consist of three members, appointed by the President, subject to confirmation by the Village Board, in odd-numbered years, for terms of two years commencing May 1 succeeding appointment.

A. 
The Police Review Committee is hereby established pursuant to the provisions of § 61.65(1)(am), Wis. Stats. (2007-08). The Committee shall consist of not less than three members, none of whom may be an elected or appointed official of the Village or be employed by the Village. The Committee shall act under the provisions of § 62.13(5), Wis. Stats. (2007-08), in place of a board of police and fire commissioners.
B. 
The Committee members shall be appointed by the Village Board. The Village Board may provide for some payment to each member for the member’s cost of serving on the Committee at a rate established by the Village Board. The Committee may select separate counsel to assist and to advise it in the performance of its functions. The Village Board shall be responsible for the reasonable fees of separate counsel. The Committee shall have authority to establish its own internal and procedural bylaws, rules, regulations and procedures in keeping with and for the purpose of facilitating the performance of its statutory functions.
