The following statutes defining offenses against the peace and good order of the state are adopted by reference to define offenses against the peace and good order of the Village of Balsam Lake, provided the penalty for commission of such offenses hereunder shall be limited to a forfeiture imposed under Chapter 1, § 1-4, of this Code. All adopted statutes shall include any updates as set forth by the state.

A.
No person
shall carry any firearm in any public building within the Village
that has a sign posted by the occupant prohibiting such firearm.
B.
No person
shall shoot, fire, or discharge any firearm, air gun, pellet gun,
BB gun, paintball gun, slingshot, or bow and arrow within the Village.
C.
(1)
Any
law enforcement officer in the performance of his or her duties.
(2)
Members
of the armed forces when on duty.
(3)
Any
government employee authorized or required by his or her employment
or office to carry firearms.
(4)
Any
person having a valid permit issued to him or her by lawful authority
to carry or use firearms.
(5)
The
use of blank cartridges by individuals and organizations approved
by the Chief of Police.
(6)
Private
property.
D.
Exception. Subsection B above shall not apply to the prohibition in § 240-2 of air guns, pellet guns, BB guns, paintball guns, slingshots, or bows and arrows when such discharge is done on private property with the permission of the property owner, under the supervision and in the presence of an adult, and where the projectile does not leave the private property where such discharge is being conducted.
No person shall throw or shoot any object, arrow,
stone, iceball or other missile or projectile, by hand or by any other
means, at any person or at, in or into any building, street, sidewalk,
alley, highway, park, playground or other public place within the
Village.
No person with the Village shall, in any public
or private place:
A.
Engage in violent, noisy, riotous, abusive, indecent,
profane, boisterous, unreasonably loud or otherwise disorderly conduct
which may cause, provoke or encourage a disturbance.
B.
Intentionally cause, provoke or engage in any fight,
brawl, riot or noisy altercation other than a bona fide athletic contest.
No person shall stand, sit or engage in any
sport or exercise on any public street, sidewalk, bridge or public
ground within the Village in such manner as to prevent or obstruct
the free passage of pedestrian or vehicular traffic thereon or to
prevent or hinder free ingress to or egress from any place of business
or amusement, church, public hall or meeting place.
A.
No person shall cast, place or deposit or cause to
be cast, placed or deposited upon any streets, alleys, highways, gutter,
public grounds, public parks or other property of the Village or upon
any private property or upon the surface of any body of water within
the Village any timber, wood, glass, ashes, rubbish, refuse, paper
or any other discarded thing.
B.
Any owner, keeper or walker of any dog, cat or domesticated
animal shall not allow the animal to defecate on any public or private
property within the Village, other than the premises of the owner
or keeper of the animal, unless such defecation is immediately removed.
This provision shall not apply to any person being assisted by a Seeing
Eye dog.[1]
A.
No person shall deface, mar, injure, break or damage
any public or private property within the Village. Public property
in the Village includes, but is not limited to, fountains, statues,
monuments or other ornamental structures within any public street,
alley, park, cemetery, beach or other public place or a part of or
addition to any public building within the Village.
B.
No person shall destroy, remove or cut down, root
up, sever or injure, or carry away once severed, any fruit, shade,
ornamental or other tree or any shrub, plant, flower, fruit, grain
or other vegetation upon Village-owned property without permission
of the Village Board.
No person shall resist or in any way interfere
with any officer of the Village while such officer is doing any act
in his official capacity and with lawful authority or shall refuse
to assist an officer in carrying out his duties when so requested
by the officer.
Except as otherwise provided, any person who shall violate any provision of this chapter shall be subject to a penalty as provided in Chapter 1, § 1-4, of this Code. In addition to any penalty imposed for violation of §.943.01(1), Wis. Stats., any person who shall cause physical damage to or destroy any public property shall be liable for the costs of replacing or repairing such damaged or destroyed property. The parent or parents of any unemancipated minor child who violates § 943.01(1), Wis. Stats., may also be held liable for the cost of repairing such damaged or destroyed property in accordance with § 895.035, Wis. Stats.
