The Village of Black Earth, Dane County, Wisconsin,
hereby proceeds pursuant to §§ 61.195 and 66.0101,
Wis. Stats., to consolidate the offices of Village Clerk and Village
Treasurer by hereby pursuant to said sections consolidating the offices
of Village Clerk and Village Treasurer of said Village into one office.
Such consolidated office shall be referred to
as the "Clerk-Treasurer of the Village of Black Earth."

A. The Village of Black Earth, Dane County, Wisconsin,
hereby proceeds pursuant to §§ 61.19, 61.195 and 66.0101,
Wis. Stats., to change the position of Clerk-Treasurer to a position
that shall be appointed by the Village Board.
B. Said office shall be filled by appointment by the
Village Board commencing on the day after the Clerk-Treasurer is appointed
and qualifies, and the position shall remain a consolidated position
as provided in this article.
C. If a vacancy occurs in the Clerk-Treasurer position
prior to the Clerk-Treasurer's position being changed to a position
filled by appointment under this section, the Village Board may appoint
a person to perform the duties of Acting Clerk-Treasurer until the
appointment and qualification of a Clerk-Treasurer.
The incumbent holders of the offices of Village
Clerk and Village Treasurer at the time this article takes effect
shall continue in office until April 30, 1967.
Said office so consolidated shall become effective
May 1, 1967. The person to hold said office shall be chosen at the
spring election to be held on April 4, 1967, and such person so chosen
shall take office as Clerk-Treasurer on May 1, 1967.

The person shall hold office for an indefinite
term, subject to removal under § 17.13, Wis. Stats.
Any person holding such consolidated office,
in holding such office and in performing the duties thereof, shall
perform all of the duties required of the Village Clerk and shall
have all of the powers held by the Village Clerk as provided by Wisconsin
law and particularly § 61.25, Wis. Stats., and shall perform
all of the duties required of the Village Treasurer and shall have
all of the powers held by the Village Treasurer as provide by Wisconsin
law and particularly § 61.26, Wis. Stats. Such Clerk-Treasurer
shall also have such further duties or powers as may from time to
time be lawfully provided for by the Village Board of the Village
of Black Earth or such duties or powers which may heretofore have
been provided for by the Village Board of the Village of Black Earth
in relation to the duties or powers of the Village Clerk or the Village
Treasurer.

Such person so appointed to such office shall
qualify for such office as provided for in § 61.21, Wis.
Stats., and shall, before assuming the duties of such office, file
an official bond as set forth in § 61.22, Wis. Stats.
Any person holding such consolidated office,
in performing his duties, may sign papers as "Clerk-Treasurer" or
may, when performing the duties of the Village Clerk, sign as the
Village Clerk or may, when performing the duties of the Village Treasurer,
sign as the Village Treasurer.
This article shall be deemed to be an amendment
to the Charter of the Village of Black Earth, and §§ 61.19,
61.23, 61.25 and 61.26, Wis. Stats., being a part of the General Charter
Law of the Village of Black Earth, are hereby amended as above provided.
