Township of Bridgewater police personnel shall be employed by third-party employers for extraneous employment only in the capacity of a police officer, during off-duty hours, in strict compliance with all provisions of this chapter, and at such times as will not interfere with the efficient performance of regularly scheduled or emergency duty for the Township. Such extraneous employment by third parties may occur within or outside the boundaries of the Township of Bridgewater with approval from the Chief of Police or his designee pursuant to § 203-2 hereof. Such availability of Township police personnel will be subject to Township needs, which might require the withdrawal of such officers at any time. In no event shall any police personnel of the Township of Bridgewater engage in extraneous employment of any type that does not comply with the requirements and procedures of this chapter.
Any person wishing to employ off-duty police
shall first obtain the approval of the Chief of Police, or his designee,
which approval shall be granted if, in the opinion of the Chief, or
his designee, such employment would not be inconsistent with the efficient
functioning and good reputation of the Police Department and would
not unreasonably endanger or threaten the safety of the officers who
are to perform the work.

A.
The charge to third-party employers for the extraneous employment
of off-duty members of the Township of Bridgewater police personnel
is:
The Township Chief of Police shall initiate
and forward to the Chief Financial Officer/Director of Finance an
identification of the hours worked by and earnings due to appropriate
police personnel, using substantially the fourth form appended to
this chapter.

A.
At the time a request is made for the utilization of off-duty police personnel, the third-party employer, other than public utilities regulated by the New Jersey Board of Public Utilities Commission, shall provide an estimate of the number of hours and officers needed for his or her event. The Chief Financial Officer of the Township, based on the estimate provided by the third-party employer, shall establish an escrow account in the client's name. The escrow payments made pursuant to § 203-7 of the Bridgewater Township Code shall be deposited into a trust account entitled "Police Outside Services" before work commences. The Township shall remit to the member of the Police Department performing such extraneous off-duty service the established amount on the next normal biweekly pay cycle following receipt of such escrow payment. The administrative fees charged shall be paid to the current fund.

B.
Public utilities regulated by the New Jersey Board of Public Utilities Commission shall not be required to provide an escrow as provided in Subsection A of this section. The Township shall remit to members of the Police Department performing extraneous off-duty services, regulated by public utilities, the established amount on the next normal pay cycle following the receipt of payment from regulated utilities.
