After five years of continuous service, active members in good standing of any volunteer fire, hose, protective or hook and ladder company or fire department of the Village of Ballston Spa, New York, upon personal application, shall be granted an exemption from taxation in the amount of $500 on any assessment for Village purposes in addition to any exemption otherwise authorized by law on the following conditions:
A. 
The foreman of any such company shall, at least once a year, notify the Village Clerk, in writing, of the list of members who have abided by the constitution and bylaws of said company and of those who are members in good standing.
B. 
An exemption, once granted, shall continue until revoked.
