The Town shall impose no requirement of insurance or proof of insurance, the posting of a bond or the payment of a fee for the use of Town property by a person or organization for the purpose of exercising the rights guaranteed under the Constitution of the United States, the Constitution of the State of Connecticut or the Charter of the Town of Stratford.
Any person or organization which intends to use any public property for any purpose shall notify the Chief of Police or his designee not less than 48 hours prior to the time of use of such public property of their intent to use such property, the intended use of the property and an estimate as to the number of people the person or group reasonably expects to be in attendance.

A. 
Any person or organization who or which intends to use public property at which the person or organization intends to charge a fee for entering the property to attend an event or who or which intends to offer for sale any item to the public and the sale of such item or items is intended to be the sole purpose of the use of the property, such person or organization shall file an application for a permit to conduct such event with the Mayor along with an application fee to be set by the Council. Any change in the fee will not take effect until 120 days after Council action. This fee must be submitted at least 10 days prior to the first day of the event. The application shall include the name, address and phone number of the person seeking use of the property. In the event that an organization seeks use of the property, the application shall also include the name of the organization and the address and phone number of the organization. The application shall also include the purpose of the event, the dates and time of day of the event, the number of people expected and proof of insurance naming the Town of Stratford, its officers, employees and agents, as named insured in an amount of at least $1,000,000. Said insurance shall provide both liability coverage and property damage coverage. The Mayor may, at his discretion, issue said permit upon notification to him by the Chief of Police or his designee as stated in Subsection B of this section.
B. 
The person or organization shall, at least five days before the first day of the event, contact the Chief of Police, who shall inform the person or organization of the number of police officers which will be required for the event. The person or organization shall be responsible for payment of the expenses of the officers which are required to be present. The cost of providing such police shall be calculated by the Town and shall be paid at least 48 hours prior to the first day of the event. If payment is not made, the Chief of Police or his designee shall notify the Mayor, who shall deny such permit until such time as payment is made. In the event that the cost exceeds the estimate, the person or organization shall make payment within 48 hours of notification by the Town of the shortage. If the payment exceeds the actual cost, the Town shall refund the difference within 48 hours of notification, but in no event shall the payment be refunded more than one week after the conclusion of the event.
Any person or organization using any Town building shall pay the cost of custodial services incurred by the Town.
