A. 
A certain document three copies of which are on file in the office of the Town Clerk, being marked and designated as the "BOCA Basic Housing Code," 1964 Edition, as amended through 1968, published by Building Officials Conference of America, Inc., is hereby adopted as the Housing Code of the Town for regulating minimum standards for basic equipment and facilities for light, ventilation, space heating and sanitation; for safety from fire; for space, use and location; for safe and sanitary maintenance; for cooking equipment in all dwellings and multifamily dwellings now in existence; fixing the responsibilities of owners, operators and occupants of dwellings and multifamily dwellings; providing for administration, enforcement and penalties; and repealing all ordinances or parts of ordinances in conflict herewith.
B. 
The Housing Code shall consist of Articles 1, 2, 3, 4 and 5 of the Building Officials Conference of America Housing Code, 1964 Edition, as amended through 1968, which shall constitute the Housing Code of the Town except as corrected by other sections of this chapter. The articles of the BOCA Basic Housing Code, as amended through 1968, shall be corresponding articles of this chapter.
As used in this chapter, the following terms shall have the meanings indicated:
BASIC BUILDING CODE
The Building Code of the Town.
MUNICIPALITY
The Town of Stratford.
The following amendments, additions and deletions are made to the Town's Housing Code:
A. 
In Article 1, Section H-121.0, of the Housing Code, the last paragraph shall be stricken, and the following words shall be inserted: "If right of entry is refused, the Building Inspector shall follow due process of law in order to gain access."
B. 
In Article 1, Section H-140.4 is hereby added to read as follows:
"Any person, firm or corporation who shall violate any provision of this ordinance may, upon conviction, be punished by a fine of not more than $100 or by imprisonment for not more than 30 days, and each day's failure to comply with any such provision shall constitute a separate violation."
C. 
In Article 1, Section H-141-1 is hereby added to read as follows:
"There is hereby created a Board of Appeals which shall consist of the building official, the Fire Chief, the Director of Health, the Planning Administrator and the Town Manager. Any member of the board may designate an official of his department to represent him at meetings of the board."
D. 
In Article 3, Section H-322.2, the word and number "two" shall be stricken, and "three" shall be inserted.
E. 
In Article 3, Section H-333.2, the word and number "two" shall be stricken, and "three" shall be inserted.
F. 
In Article 3, Section H-336.4 is hereby added to read as follows:
"Every dwelling unit shall be provided with safe, unobstructed means of egress as required under the Building Code of the Town of Stratford and the applicable requirements of the State of Connecticut."
