A. 
The Mayor is hereby authorized to establish periodic payment tax accounts for the purpose of permitting eligible taxpayers to make tax payments on a periodic basis.
B. 
The Mayor shall be authorized to enter into agreement with any financial institution to create and administer the period payment account and shall authorize the office of the Stratford Tax Collector to withdraw funds for payment of personal property taxes as such taxes become due.
The purpose of this article is to assist senior citizens in the budgeting for the payment of real or personal property taxes to the Town.
All Stratford taxpayers who meet the criteria set forth herein are eligible to participate in this program, provided such taxpayer does not owe past due taxes to the Town.
Any Stratford taxpayer owning real property, and such person is over the age of 60, or such person has met applicable federal regulations to receive permanent total disability benefits under social security laws or such person is qualified for permanent and total disability benefits under any state, local or federal government retirement or disability plan is eligible to participate in this program.
