When any motor vehicle is parked on property under the care and control of the Stratford Housing Authority in violation of the rules and regulations of said Authority, the owner thereof shall be guilty of the infraction.
The Stratford Housing Authority shall post such restrictions on such property in a manner calculated to put persons on notice thereof.
Upon notification to the Stratford Police Department by the Executive Director of the Stratford Housing Authority of any such violation, said Department shall affix to such motor vehicle a notification sticker in such a manner so as to be readily visible. This notification sticker shall contain the following information:
A. 
The date and time the notification sticker was affixed to the motor vehicle.
B. 
A statement that, pursuant to Section 14-150 of the Connecticut General Statutes, if the motor vehicle is not removed within 24 hours of the time the sticker was affixed, it may be taken into custody and stored at the owner's expense.
C. 
The location and telephone number where additional information may be obtained.
D. 
The identity of the affixing officer.
If the motor vehicle is not removed within such twenty-four-hour period, the affixing department shall take such motor vehicle into its custody and cause the same to be stored in a suitable place.
In the event that the Executive Director of the Stratford Housing Authority requests the removal of a motor vehicle in accordance with the provisions of this article, the Stratford Housing Authority shall pay the towing costs if the vehicle owner fails to do so.
The penalty for violation of the provisions of § 205-1 of this article shall be $50.
