Editor's Note: This chapter was derived from Sections 4.61 and 4.62 of the Town of Yarmouth Bylaws and was originally adopted in 1915.
All boards, committees or officers acting under the authority of the Town and entrusted with the expenditure of public moneys shall be accountable therefor to the Selectmen in such a manner as they shall direct. It shall be the duty of the Selectmen to publish and distribute annually for the information of the citizens a statement of the appropriations and expenditures of all public moneys.
Any board, committee or officer of the Town or any person or persons intending to ask for an appropriation, other than the regular appropriation, shall file with the Selectmen at least 45 days before any meeting of the Town a written notice of such intention, stating the object and sum of the additional appropriation. It shall be the duty of the Selectmen to examine the request for the additional appropriation and be prepared to inform the Town thereon.

The authority granted under a separate or special article to any officer, board or commission of the Town to expend funds shall expire in two years from the date of authorization of such authority, and the funds shall revert to the general fund unless such authority shall be extended by the Board of Selectmen.
