As used in this chapter, the following terms shall have the meanings
indicated:
Any of the following but need not necessarily limited to those vehicles
as herein set forth: motorcycles, motor scooters, motor bicycles, dune buggies,
trail bikes, mini-bikes, racing scooters, and any other vehicle designed for
transportation of the driver, passengers or products and propelled by an internal
combustion engine or other type of engine, either licensed or unlicensed.
It shall be unlawful for any person to use, permit or suffer to be used
or operated or to operate licensed or unlicensed motor vehicles upon any sidewalk,
passageway, bypath, play area, park or any place where people congregate or
walk or upon any public property whatsoever or upon any private property,
except driveways, without the permission of the owner of such property, except
for use upon dedicated roads and streets. No person owning or having custody
of a motor vehicle as defined herein, whether licensed or unlicensed, shall
allow the vehicle to be operated in areas prohibited herein by a driver not
holding a driver's privilege as approved by the State of New Jersey or any
other state.
A.
It shall not be unlawful for any public employee or other
party with an appropriate permit to operate motor vehicles in such location
for the purpose of maintaining, repairing, or doing work upon lands for the
public good.
B.
This article shall not be applicable to any recognized
organization which has obtained permission from the Township Committee to
use such lands for the sole purpose of holding organized and supervised rallies,
races or meets.
