Pursuant to the provisions of N.J.S.A. 39:4-197.5, the locations described in Article IX § 140-28.3, Schedule XIV, are hereby designated as restricted parking spaces for uses by persons who have been issued a special vehicle identification by the Division of Motor Vehicles. No other person shall be permitted to park in these spaces.
