The governing body of the Township finds and declares that the proliferation of graffiti adversely affects the aesthetic beauty and environmental quality of the community and undermines property values. It is the purpose and intent of these regulations to eliminate graffiti within the Township.
The following shall be interpreted so as to give it the meaning it has in common usage and to give this chapter its most reasonable application:
GRAFFITI
Any unauthorized drawing or inscription placed on the surface of any building, structure or location.
A. 
It shall be unlawful for any person to place graffiti upon any private or public building, structure or location.
B. 
Where graffiti exists on any property, the property owner shall remove it or paint over it forthwith.
Any person who shall violate any of these regulations shall, upon conviction thereof, be punished by a fine not to exceed $1,000 or by imprisonment for a term not to exceed 90 days, or both. In addition to the penalties referred to herein, such convicted person shall be responsible for restitution to the property owner for the cost of removing or painting over the graffiti.
