Every citizen shall have the right during regular business hours to inspect and copy motor vehicle accident reports at the cost of $0.05 per page. If requested other than in person, an additional fee of $5 shall be required to cover the administrative cost of mailing. Investigative photographs, audio cassettes/photo CD and/or MVR DVD/video shall be billed at actual cost.
