A.
Purpose. The following provisions are made for the
purpose of governing the use, protection and care of parks, playgrounds,
public squares, reservations and parkways established, maintained
and controlled by the City of Trenton, hereinafter referred to as
"park areas."
B.
Scope. Except where the context indicates otherwise,
the provisions of this chapter shall apply to all persons except employees
of the City in the performance of their duties.
A.
Established driving areas. No person shall drive any
vehicle in any park area other than on roads and drives intended for
vehicular travel, nor operate any vehicle on such roads and drives
so as to interfere with general traffic.
B.
Funeral processions. No person shall drive any vehicle
in a funeral procession within any park area.
C.
Heavy vehicles. No person shall drive any vehicle
other than a private passenger car or taxicab within the driveways
of any park area.
D.
Standing or parking after park closing. No person
shall park any vehicle on any road or drive within any park area after
sunset, except by authority of the Director of the Department of Recreation,
Natural Resources and Culture, or his/her designee.
E.
Speed limits. No person shall drive any vehicle within
any park area at a greater speed than 15 miles per hour.

A.
Movement of vehicles.
(1)
Traffic shall be limited to one way upon all park drives, except
at entrance and exit points.
(2)
For northbound traffic entering at Parkside and Bellevue Avenues,
no left turn shall be permitted at the entrance. Vehicles are to follow
the drive in a northerly and westerly direction and then in an easterly
and southerly direction to the place of entry.
(3)
The outer drive to the deer padlock and the Hilvista Boulevard entrance
shall be open to traffic on Sundays and during City-approved special
events between its intersection with the inner drive, near the road
leading to Maple Avenue, to its second intersection with the inner
drive, near the children's play area, and from its intersection
with the road to Ellarslie, the City Museum, to the park entrance.
The outer drive shall be closed to traffic all other times.

The Hilvista Boulevard entrance and Hillcrest Avenue entrance shall
be closed. The Maple Avenue entrance shall be open to the City's
maintenance and emergency vehicles only.
B.
Parking.
(1)
Parking is allowed along the inner drive for the picnic grove and
Ellarslie, the City Museum, in designated parking places only. No
parking shall be allowed on the lawn areas.
(2)
Parking is allowed along the outer drive on Sundays and during City-approved
special events. No parking shall be allowed on the lawn areas.
C.
Speed limit. No vehicle shall be driven at a speed greater than 15
miles per hour on any park drive.
No person shall destroy, damage, deface or remove
any fence, vegetation, equipment or other thing belonging to any park
area, nor shall any person damage or destroy any building within any
park area.
No person shall damage, destroy or remove any
of the curbing, roadways, sidewalks or paths within any park area
without the written permission of the Director of the Department of
Recreation, Natural Resources and Culture, or his/her designee.
No person shall injure, deface or destroy any
notices, rules or regulations for the governing of any park area,
which are posted by order or permission of the Director of the Department
of Recreation, Natural Resources and Culture, or his/her designee.
No person except an employee of the City while
engaged in the performance of his/her duties shall go within the shrubbery,
climb a tree, stand or sit on a balustrade, monument, wall or fence,
or stand or lie down on any bench within any park area.
No person shall make any fire within any park
area except at such places as may be designated by the Director of
the Department of Recreation, Natural Resources and Culture, or his/her
designee, and only under such conditions and restrictions as the Department
may impose.
A.
No person shall sell or give away merchandise or circulars
or display any sign or advertising device, or solicit subscription
or contributions within any park area, except that certain signs and
commercial advertising may be erected and maintained by or under the
direction of properly constituted athletic leagues on fences and structures
used to contain ball fields of such leagues, provided that the leagues
first obtain permits for the use of the aforesaid fields from the
Department of Recreation, Natural Resources and Culture.
B.
The foregoing prohibition shall not apply to sales and solicitations by any participant in an activity conducted under the sponsorship in whole or in part by the City or any civic group or nonprofit organization to whom a permit has been issued for such purposes by the Department of Recreation, Natural Resources and Culture. The Department shall have the discretion of conditioning approval of any such permit upon a demonstration by the applicant that such activity will substantially benefit a City park or recreation area or a specific recreation activity thereon, and upon compliance with all other rules and regulations governing the use of the park or area and may impose any reasonable special conditions, such as the provision of insurance, and/or security devices and personnel as shall be in the interests of the City. Any vendor conducting sales in connection with such event, the proceeds of which shall be deposited as a dedicated revenue with the City to be expended for a specific public purpose, shall be exempt from the vendor permit fee requirements of Chapter 146, Licensing, of the Code of the City of Trenton.
C.
Under such terms as shall be approved by the City
Council from time to time on the basis of a contract entered pursuant
to the Public Contracts Law (N.J.S.A. 40A:11-1 et seq.) governing
competitive practices, the Director of the Department of Recreation,
Natural Resources and Culture shall be entitled to designate certain
qualified vendors to operate food and recreation concessions in portions
of Cadwalader Park and Wetzel Field, on the basis of a competitive
bid process for specified concessions and in conformance with appropriate
terms and conditions for insurance, hours of operation, sanitation
and maintenance.
No person shall ride a horse in any park area
except upon the drives and bridle paths established for that purpose
and with the permission of the Director of Recreation, Natural Resources
and Culture, or his/her designee. No person shall permit any horse
to stand on any such drive or bridle path unattended, unless the horse
is securely tied to a post or rail provided for that purpose.
No person shall walk a dog in any park area
unless such dog is held by a leash. All dogs must have the required
licenses. Pet owners shall clean up after their animals.
No person, except by direction of the City,
shall kill or capture any wild animal or bird within the limits of
any park area, and no person shall disturb or frighten any wild animal
or bird or attempt to drive them out of such areas.
No person shall make a speech, preach, sing,
play a musical instrument or conduct a public meeting, parade, drill
or procession within any park area without the written permission
of the Department of Recreation, Natural Resources and Culture.
No person shall coast/sled in any park area
except in places especially designated for that purpose by the Department
of Recreation, Natural Resources and Culture.
No person shall bathe, skate or fish, or place
in the water a boat or raft within any park area, except in a place
provided therefor.
A.
The City parks and recreation areas operated and controlled
by the City under the jurisdiction of the Department of Recreation,
Natural Resources and Culture listed below shall be closed to the
general public for all purposes, including sports activities or group
congregations of any size for any purpose, during the period from
sunset to 7:00 a.m., except as shall be specifically permitted to
any person or group of persons by permit issued by the Director of
the Department upon suitable application therefor.
B.
This section shall not be construed to limit access
to such parks and recreation areas for persons desiring to traverse
the area.
C.
The Director of the Department shall be responsible
to post adequate notice of all pertinent closing restrictions appropriately
and conspicuously in a manner to advise the public entering each park
of the restrictions of this section.
