A proposed local law may be introduced only by a member of the Board of Trustees of the Village of Churchville.
No such local law shall be passed until it has been reduced to final form and has been upon the desks or table of each trustee at least seven calendar days, exclusive of Sunday, prior to its final passage, or unless it has been mailed to each trustee at least 10 days, exclusive of Sunday, prior to such final passage.
No local law shall be adopted by the Village Board of the Village of Churchville until a public hearing has been had thereon in its final form, before the Village Board and the Mayor of the Village of Churchville, such public hearing to be held not less than three nor more than 30 days after public notice has been given of the time and place of the holding of such public hearing. Such notice shall be given by the Village Clerk by causing the same to be published once in the official newspaper of the Village of Churchville. Such notice shall contain the title of the proposed local law and a brief explanatory statement thereof.
The Village Clerk shall cause to be printed or otherwise reproduced copies of such proposed local law and shall, not later than the date upon which the notice of public hearing is published, post one such copy, together with the notice of hearing, on the sign board at his office, and shall make such copies of such proposed local laws available at his office for inspection by and distribution to any interested person during business hours.
The Village Clerk shall forthwith, upon the adoption of a local law, post a copy thereof on the sign board of his office and shall, within 10 days after such adoption, cause the local law or abstract thereof, describing the same in general terms, to be published in the official newspaper of said Village.
Proof of publication of the notice of public hearing and proof of the posting and publication subsequent to the public hearing shall be filed in the office of the Village Clerk.
Each local law shall be numbered consecutively beginning with No. 1 for each calendar year.
Within five days after a local law shall have been finally adopted, the Village Clerk shall file one certified copy thereof in the Village office, and file one certified copy in the office of the State Comptroller, and shall file three certified copies in the office of the Secretary of State.
This chapter shall take effect upon its adoption and the filing of one certified copy with the Village Clerk, one certified copy in the office of the State Comptroller and three certified copies in the office of the Secretary of State.
