Notwithstanding an ordinance, traffic regulations
or traffic laws to the contrary, no automobile, truck, bus, trailer,
vehicle or other obstruction shall be parked, left standing or shall
remain on any public highway or street in the Town of Hyde Park from
November 15 through March 15 between the hours of 12:00 midnight and
6:00 a.m. or at any other time when the presence on the public highway
or street of such automobile, truck, bus, trailer, vehicle or other
obstruction does or may interfere with, hinder or hamper snow plowing
or snow removal operations.
Any automobile, truck, bus, trailer or other obstruction parked, left standing or remaining on any public highway or street in the Town of Hyde Park in violation of §
104-8 of this article may be removed and impounded by the Town Highway Department and held impounded until all costs, penalties and expenses of such removal shall have been paid and a release executed relieving the Town of Hyde Park, its employees and agents from all claims arising from such removal.

A. Any person who shall violate §
104-8 of this article shall, upon conviction thereof, be subject to a fine of not more than $50 and/or imprisonment for not more than five days, and, for the purpose of determining the responsibility for violations of this article, in the case of a motor vehicle, it shall be deemed to be the registered owner according to the state motor vehicle registration records. Such fine shall be in addition to the costs, penalties and expenses provided in §
104-9 of this article.
B. Any person who has been issued three summonses pursuant
to this chapter in the preceding 18 months and has not satisfied the
same with the Town of Hyde Park will be certified as a scofflaw. The
Town of Hyde Park will notify the New York State Department of Motor
Vehicles pursuant to the New York State Vehicle and Traffic Law, Article
14, § 401(5-a) and Article 20, § 514(4)(a).
