A. 
The following specifications apply to residential, commercial and industrial sanitary sewer and potable water connections within the Town of Milton. Special connections will be handled on a case-by-case basis.
B. 
All installation of sanitary sewer and potable water connections shall be subject to the control and approval of the Code Enforcement Officer.

Standard Detail Sheets 1 and 2 of the Town of Milton supplement these specifications and shall be considered an integral part hereof.[1]

D. 
Authority for Milton Highway Department control is derived from this chapter. This chapter regulates the use of all public and private sewers and water distribution and supply systems.
A. 
The owner of any house, building or property used for human occupancy, employment, recreation or other purposes, situated within the Town of Milton and abutting on any street, alley or right-of-way in which there is now, or may be in the future, located a public sanitary sewer and/or a central water supply, may be required to install, at his (or her) expense, suitable mains or plumbing facilities therein and to connect such facilities directly to the nearest facility, in accordance with these specifications.
B. 
Under normal circumstances, such connection shall be made within 120 days after the date of official notice to do so, provided that the public sewer is within 100 feet of the property line. However, additional time may be allowed, in writing, by the Town of Milton in specific cases if the one-hundred-twenty-day period proves insufficient.[1]

A. 
No person shall discharge or cause to be discharged any stormwater, surface water, roof runoff, groundwater, subsurface drainage, uncontaminated cooling water or unpolluted industrial process water into any sanitary sewer. Basement drains and sump pumps shall not be connected to any sanitary sewer. The installation and operation of any garbage grinder rated at 3/4 horsepower or greater shall be subject to review and approval of the Town of Milton.
B. 
Waters or wastes containing certain contaminants hazardous or injurious to the sewers or the sewage treatment facilities are also excluded.
A. 
No person shall uncover, make connections to or openings into, use, alter or disturb any public sewer or water line, or appurtenances thereof, without first obtaining a written permit from the Town of Milton. There are three classes of building sewer permits: residential, commercial and industrial. The fees shall be as set from time to time by resolution of the Town Board and shall be on file in the Town offices.

B. 
Before making a sewer or water connection, the property owner (or his agent) shall apply for the appropriate permit on a form furnished by the Town of Milton and shall provide all information required. The combined permit and inspection fee shall be paid to the Town of Milton at the time the permit is issued. Permits are issued at the Town Hall, Geyser Road Office, Monday through Friday between 9:00 a.m. and 4:30 p.m.
C. 
All expenses incidental to the connection of a building to a sewer or water system shall be paid by the property owner. The owner (or his agent) shall indemnify the Town for any loss or damage that may result from his sewer connection work.
A. 
Any person working for fee (contractor) to make connections to the sewer or water system must register with the Town of Milton.
B. 
All registered contractors must have on file with the Town of Milton an owner's and contractor's protective liability insurance policy, in the name of the Town of Milton and/or the Saratoga County Sewer District, in the following amounts:
(1) 
Bodily injury: $500,000 each person and $1,000,000 each accident; and
(2) 
Property damage: $100,000 with a combined single limit of $1,000,000.
C. 
The registration and insurance requirements in Subsection B above do not apply to property owners who install their own building sewer lateral connection.
