The owner shall maintain full service in the existing sewer system continuously. No discharge of sewage to a point outside the system shall be permitted at any time.

A Y-branch and sewer lateral extending to the edge of the right-of-way or beyond shall be installed for each lot. A hardwood stake extending from the sewer to the ground surface shall be installed at the end of each sewer lateral before backfilling. A record drawing depicting the exact location of these lateral stub ends shall be prepared during construction. The end of the sewer lateral shall be sealed with an approved stopper manufactured for the purpose and the stopper shall be wedged in place with stone or masonry before backfilling. The sewer lateral shall eventually be connected to the building it serves before the Town approves the building construction. The sewer lateral shall be a minimum 10 feet from any water service (horizontal).
A. 
It is the intention of these construction standards to secure a system with a minimum amount of infiltration. To check the amount of infiltration, the Town of Milton shall require infiltration/exfiltration tests or low pressure air tests, depending upon the existing site condition. These tests must be completed before house services are connected to the system.
B. 
Infiltration tests. Infiltration testing is an acceptable leakage test only when the groundwater level is suitably higher than the pipe. The owner shall furnish and maintain a V-notch sharp crested weir in a wood frame tightly secured in the sewer system at the locations directed by the Town. The maximum allowable infiltration shall be 200 gallons per mile, per inch of diameter of sewer main, per twenty-four-hour day at any time. The period of testing shall be a minimum of one hour.
C. 
Exfiltration tests.
(1) 
Exfiltration testing is an acceptable leakage test only in dry areas or when the groundwater level is suitably low. The owner shall furnish and maintain the necessary plugs, stoppers, water supply and measuring devices at locations required by the Town Engineer. All openings in the section of the system to be tested shall be securely stopped and the section filled with water to provide a minimum of two feet of head over all sewers in the section or two feet higher than the groundwater level, whichever is higher.
(2) 
After filling, the system shall be allowed to stand a minimum of 12 hours before conducting the tests. The maximum allowable exfiltration shall be 50 gallons per mile, per inch diameter of the sewer, per twenty-four-hour day at any time. The maximum internal pressure at the lowest point may not exceed 10 pounds per square inch (psi).
D. 
Low pressure air tests. The owner shall furnish and maintain the necessary plugs, fittings, gauges and pumping systems at locations directed by the Town of Milton. The duration of the testing shall be determined by the Town of Milton Engineer from Table 2.31, taken from UNI-BELL recommended practice for low pressure air testing of installed sewer pipe.[1] The prescribed pressure drop shall not exceed 0.5 psi from 3.5 psi to 3.0 psi in excess of the groundwater pressure above the top of the pipe.

E. 
Deflection tests. Sewers must be straight between manholes and shall be tested for straightness by flashing a light from manhole to manhole, by lamping or by other suitable means. The Town of Milton Engineer may also require other types of deflection testing where construction encountered unstable trench walls or bottoms, heavy rainfall, frozen soil, high groundwater levels, deep lines or improper compaction.
A. 
Building sewer.
(1) 
The building sewer is defined as extending from the stub end of the sewer lateral within the public right-of-way to the start of the building drain. The building drain is considered to begin at a point five feet outside the foundation wall.

(2) 
The building sewer shall be laid at a depth sufficient to afford protection from frost and at a uniform grade of 1/4 inch per foot (or about 2%). Special permission may be given to use a lesser grade, which in no case shall be less than 1/8 inch per foot (or about 1%).
(3) 
No building sewer shall be laid within three feet of and parallel to any bearing wall.
(4) 
Necessary changes in direction shall be made only with properly curved pipe and fittings. Ninety-degree bends are not acceptable. Two forty-five-degree bends connected with a one-foot nipple or a ninety-degree long sweep must be installed where needed.
(5) 
Cleanouts extending up to ground level (to grade) must be spaced not more than 100 feet apart along the building sewer and shall be installed at all bends. The cleanout on the building drain must extend to a point at least three inches above final grade. All cleanouts shall be installed such that the cleanout opening is in a direction opposite to the direction of flow in the sewer.

(6) 
Certain commercial and industrial sewer connections may be required by the Town of Milton to incorporate a grease trap. The type and details of grease trap installation shall be as specified by the Code Enforcement Officer.

B. 
Building drain.
(1) 
The building drain is defined as starting at the end of the building sewer five feet outside the foundation wall extending into the building.

(2) 
All building drains shall include a four-inch cleanout, a double hand hole building trap (or running trap) installed inside the foundation wall and a three-inch fresh air inlet to the outside.
(3) 
The building trap shall be located as close to the foundation wall as possible. No connections shall be made downstream of this trap.
(4) 
Basement facilities require a backwater valve on the main building drain. As an alternate, a smaller backwater valve may be installed on each separate basement connection to the building drain, such as on washing machines, sinks, toilets, etc.
(5) 
Where the building drain is located under the basement floor, all cleanout risers shall be extended to raise the cleanout plugs up to the level of the basement floor.
C. 
Planning sewer connections.
(1) 
Where possible, the sewer connection should be made directly in front of the building, and in no case should the building sewer cross other property without special permission given in writing by the other property owner.
(2) 
In the course of providing municipal sewage service, if the existing septic tank is not removed, but abandoned, it must be pumped out. Pumping of septic tanks shall not be discharged into the public sewer system. Metal septic tanks must be filled with compacted gravel or sand prior to inspection by the Code Enforcement Officer. Concrete tanks may be left as is and used for sump pump outlets. All building sewer piping must be bypassed around the abandoned septic tank.

(3) 
Before any work is started on a building sewer connection, a permit from the Code Enforcement Officer must be obtained. Commercial and industrial sewer connections must be described by a plan approved by the Code Enforcement Officer before a permit is issued.

A. 
Sewer mains, building sewer pipe and fittings.
(1) 
All standard sewer mains and fittings shall not be less than eight inches:

(2) 
All standard building sewer pipe and fittings shall be not less than six inches:

(3) 
If a change in pipe type is made at the property line, an approved adapter must be used.
B. 
Building drain pipe and fittings. All building drain pipe and fittings shall conform to the requirements of the New York State Uniform Fire Prevention and Building Code applicable to plumbing, including latest revisions.[1]

C. 
Connection to existing public sewer main.
(1) 
Except in rare occasions, there will be a building sewer already provided for extension to the building drain. However, it may sometimes be necessary for the property owner to connect to the existing public sewer main and construct the entire building sewer from there to the building drain.
(2) 
Such connections to the public sewer main may involve special construction, such as sewer taps and risers and will be approved by the Code Enforcement Officer on a case-by-case basis.

D. 
Connection to existing building sewer.
(1) 
Connection of a new building sewer to an existing building sewer shall be made watertight in an acceptable manner.
(2) 
The standard connection shall utilize the standard pipe fitting (or manufacturer's recommended adapter) designed to join the type of pipes involved.
(3) 
The alternate connection, when joining pipes of different material, shall utilize a virgin PVC donut by Fernco Joint Sealer Company, or approved equal, or a virgin PVC coupling with stainless steel clamping bands by Fernco Joint Sealer Company, or approved equal.
E. 
Cleanouts to grade.
(1) 
All cleanouts to grade shall use a four-inch minimum diameter raiser, topped with a four-inch cleanout plug (raised square head design). The cleanout plug shall be installed using pipe thread compound. Joints in the cleanout riser must be rubber-gasketed or caulked lead and oakum. No cemented joints are allowed.
(2) 
All building drain cleanouts shall use a cast-iron or PVC combination Y (wye) and one-eighth-inch bend (long turn pattern only) at the base in the drain with the cast-iron or PVC cleanout riser extending vertically to a point at least three inches above final grade.

(3) 
When they are required, the type and details of all building sewer cleanouts must be approved by the Code Enforcement Officer.

F. 
Fresh air inlet.
(1) 
Fresh air inlet pipe shall be three-inch-diameter cast iron, copper or plastic.
(2) 
The fresh air inlet shall terminate outside the building. The open end shall be protected by a bugproof plate or cap, permanently fixed in the mouth of the pipe, with an open ventilating area at least equal to the area of the inlet pipe.
G. 
Backwater valve. All backwater valves, whether installed in the main building drain or in separate connections to the building drain, shall incorporate a cleanout and be of a type approved by the Code Enforcement Officer.

H. 
Sewage pump stations. All sewage pump or lift stations shall be the type and manufacture as specified by the Saratoga County Sewer District 1. The design, placement and installation of each station must be approved and inspected by the Town of Milton Engineer.
