Unsafe buildings — See Ch. 78.
It is hereby declared that the moving of buildings or other like structures
upon any street, highway or public place within the Village would constitute
a hazard to life and property unless properly regulated by the Village.
No building or other like structure shall be moved upon any street,
highway or public place within the Village unless a written permit for such
purpose shall be issued by the Village Engineer, after resolution of the Board
of Trustees approving same. Said permit shall provide the time, manner and
streets through which the building shall be moved and shall contain any other
conditions deemed necessary by the Board of Trustees to safeguard the public
safety or welfare. Notwithstanding the foregoing, no permit shall be issued
hereunder until the applicant shall have obtained any and all necessary permits
and consents from applicable governmental authorities and public utility companies.
Every application for a permit hereunder shall be accompanied by a fee,
as per a schedule adopted by the Board of Trustees, and by a certificate of
insurance, in form approved by the Village Attorney and issued by an insurance
company authorized to do business in this state, in favor of the Village,
guaranteeing that the applicant has provided public liability coverage of
not less than $500,000/$1,000,000 and property damage insurance in the amount
of not less than $100,000/$300,000 to save the Village harmless from all claims,
actions and proceedings brought by any person for injury to person or property
resulting from or occasioned by any fault by the Village, its employees or
agents or by the person to whom the permit is issued or anyone acting thereunder.
The policy shall also protect the Village in the sum of $50,000 against any
damage caused to any street or other public property by reason of such moving.
