A. 
When any vehicle is parked or abandoned on any highway or in a municipally controlled parking area within the incorporated limits of this Village during a snowstorm, flood, fire or other public emergency which affects that portion of the public highway or municipally owned parking area upon which said vehicle is parked or abandoned, said vehicle may be removed by the Police Department of the Village of Piermont.
B. 
When any vehicle is found unattended on any highway or in any municipally controlled parking area within the incorporated limits of this Village where said vehicle constitutes an obstruction to traffic, said vehicle may be removed by the Police Department of the Village of Piermont.
C. 
All vehicles parked in violation of §§ 190-38, 190-39 and 190-39.1 of this chapter may be removed by the Police Department.

After the removal of any vehicle as provided in this article, the Police Department may store such vehicle in a suitable place at the expense of the owner. Such owner or person in charge of the vehicle may redeem the same upon the payment to the Village Clerk of the amount of all expenses actually and necessarily incurred in effecting such removal, such charge not to exceed $50, together with any charges for storage, such storage charge not to exceed $5 per day or fraction thereof.
The Police Department shall ascertain without delay, to the extent possible, the owner of the vehicle or person having custody of the same and notify him of the removal and disposition of such vehicle and of the amount which shall be required to redeem the same.
