There shall be a Department of Public Works consisting of the following divisions:
A. 
Administration.
B. 
Streets and Sidewalks.
C. 
Parks and Playgrounds.
D. 
Water Supply.
E. 
Sewers.
F. 
Sanitation.
This Department shall be administered by a Superintendent of Public Works, who may also act as head of any of the subdivisions of his Department. He shall have full control and direction over all the operations of the Department and shall have power to appoint and remove, subject to applicable laws, ordinances and civil service regulations, all employees under his control.
The Division of Streets and Sidewalks may be headed by a Street Foreman and shall be responsible for the construction, maintenance and care of all streets, avenues, public alleys, sidewalks, storm drains, gutters and culverts within the Village.

The Division of Parks and Playgrounds may be headed by a Park Foreman and shall be responsible for the care and maintenance of all Village parks under the general direction of the Board of Trustees.
The Division of Water Supply may be headed by a Water Foreman and shall be responsible for all construction, reconstruction, operation, maintenance and care of the water wells, pumping stations, treatment plants and water distribution system.
The Division of Sewers may be headed by a Sewer System Foreman and shall be responsible for the construction, reconstruction, operation and maintenance of the sewage collection system, pumping stations and sewage treatment plants.
The Division of Sanitation may be headed by a Sanitation Foreman and shall be responsible for the collection and disposition of all rubbish, refuse and garbage within the Village, in accordance with provisions of Village ordinances, rules and regulations.

A. 
It is found and declared that § 3-300, Subdivision 2, of the Village Law provides a procedure whereby the office of Superintendent of Public Works of the Village of Scotia may be filled and occupied by a person other than a resident of the Village of Scotia if the Village of Scotia passes a local law to that effect.
B. 
It is further found and declared that the Village of Scotia has had a difficult time finding qualified interested persons within the boundaries of the Village of Scotia willing and able to serve as Superintendent of Public Works due to the increasing demands of time and the specific engineering and personnel expertise required in this position.
The Village Board of Trustees of the Village of Scotia hereby enacts a local law in accord with Village Law § 3-300, Subdivision 2, specifically declaring that the position of Superintendent of Public Works for the Village of Scotia may now be filled by a nonresident of the Village of Scotia, specifically by a resident of the Town of Glenville if said person is a resident of said town and not a resident of the Village of Scotia.
