A. 
No person shall construct any building or other object on any portion of the Borough's streets or alleys.
B. 
No person shall enter on any Borough street or alley for the purpose of altering in any way or closing the drainage of gutters in any Borough street or alley or in any other way altering or closing the drainage of said streets or alleys.
C. 
No person shall dispose of garbage or any other refuse or cast same upon any streets or alleys or the property used by the public within the Borough.
D. 
No person shall park a motor vehicle at any time so as to block any alley within the Borough.
The word "person," as used in this article, shall include any individual, association, firm or corporation.

Any person who shall violate or fail to conform to the provisions of this article shall, upon conviction thereof in a summary proceeding, be sentenced to pay a fine of not more than $600 and costs of prosecution and, in default of payment of such fine and costs, to imprisonment for not more than 30 days.
