A. 
The following committees, commissions, boards and councils presently in existence are hereby continued:
(1) 
Parks and Recreation Committee.
(2) 
Planning Commission.
(3) 
Zoning Hearing Board.
(4) 
Environmental Advisory Council.
(5) 
Impact Fee Advisory Committee.
B. 
Except where otherwise provided by law, the Charter or ordinance, all committees, commissions, boards and councils shall be advisory in nature and perform no administrative function for the municipality.
A. 
The appointment of members to all committees, commissions, boards and councils shall be as provided by law and by the Charter, Article VIII, §§ C-801 and C-802.
B. 
Any vacancy on a committee, commission, board or council shall be filled by the Board for the remainder of the unexpired term. Such members shall be appointed within 90 days from the date the vacancy occurs.
C. 
The members of any committee, commission, board or council shall serve without compensation, except as otherwise provided by law, the Charter or ordinance. When authorized by the Board, members may be reimbursed for any reasonable expenses incurred in the performance of their duties.
D. 
Unless otherwise regulated by law or by the Township's Charter, each member of a committee, commission, board or council shall be either a resident of the Township of Pine or an owner of land within the Township of Pine at the time of appointment and shall be so at all times during his or her term. Unless otherwise prohibited by law or by the Township's Charter, the Board of Supervisors may, upon good cause shown, by majority vote waive the requirements for membership set forth in this Subsection D in individual instances.

A. 
Each committee, commission, board and council, in accordance with Article VIII, § C-803, of the Charter, shall provide for rules and regulations governing its operation. Such rules and regulations shall provide for the keeping of records pertaining to its duties, the conduct of meetings and public hearings and a periodic reporting to the residents of the municipality and the Township Manager. All such rules and regulations shall be approved by the Township Manager.
B. 
The Township Manager shall attach each committee, commission, board and council to an appropriate unit of the administrative service for necessary staff, liaison and administrative assistance.

A. 
Function. The Parks and Recreation Commission shall be generally responsible for the periodic review of parks and recreation programs for the purpose of recommending changes and for advising the Township Manager, the Board of Supervisors, the Department of Parks and Recreation and the Recreation Director on recreation needs, use of facilities and programs and fee structures relating thereto.
B. 
Responsibilities. The general responsibilities of the Parks and Recreation Commission shall include the following:

(1) 
To define the objectives of public recreation services and make plans and general policies harmonizing with them.
(2) 
To maintain the highest quality of recreation service.
(3) 
To help secure a comprehensive recreation and park plan in order to provide an adequate system of recreation areas and facilities.
(4) 
To interpret the need for and importance of recreation and park services to the general public and to the Board of Supervisors, and to elicit support.
(5) 
To serve as a forum for the introduction of new ideas, programs, policies and procedures.
(6) 
To advise on the acceptance of any gift, grant, bequest or donation for the recreation and park program.
(7) 
To assist in establishing a sound fiscal plan and budget to achieve recreation goals.
(8) 
To assist in developing a comprehensive recreation program and advise on operation and maintenance.
(9) 
To assist in developing and maintaining an ongoing public relations program.
(10) 
To evaluate the services of the recreation and park system in relating to its objectives.
(11) 
To take an active role in promoting and implementing related legislation at the local, state and federal level.
C. 
Duties. The general duties of the Parks and Recreation Commission are as follows. The Parks and Recreation Commission shall:

(1) 
Make recommendations to the Township Manager, the Board of Supervisors and the Recreation Director on rules, regulations and practices concerning the utilization of programs and facilities, schedule of fees for programs and facilities and operation of concessions at parks and recreation facilities.
(2) 
Advise the Township Manager, the Board of Supervisors and the Recreation Director on needed facilities and programs.
(3) 
Coordinate any parks and recreational facilities and programs with other municipalities.
(4) 
Prepare and recommend to the Board of Supervisors a comprehensive park, recreation and open space plan for the Township of Pine. The plan should be reviewed and updated as necessary and in the event that conditions or recreational demands change. The Parks and Recreation Commission shall consider public input in its creation, review and update of the plan, and such plan shall be maintained on file in the Township's offices.
(5) 
Recommend feasible methods to reach the long- and short-range goals set forth in the comprehensive park, recreation and open space plan.
(6) 
Respond, in writing, to the request of the Board of Supervisors for parks and recreation information and provide written reports regarding all activities and recommendations of the Parks and Recreation Commission to the Board of Supervisors at the Board of Supervisors' meetings at least once per month.
(7) 
Seek funding sources for parks and recreation activities through grants, donations and local fundraising programs.
(8) 
Affirmatively seek new information on parks and recreation from local, national and international sources, paying particular attention to the latest developments, and inform the Board of Supervisors of said developments.
(9) 
Review a proposed annual parks and recreation budget for submission to and consideration by the Board of Supervisors as part of the Township's annual budget adoption process.
(10) 
Carry out such additional duties as may be assigned from time to time by the Board of Supervisors.
(11) 
Provide written reports to the Board of Supervisors concerning the Parks and Recreation Commission's reviews of proposed subdivisions, land developments or planned residential developments, as per the applicable provisions of Chapters 78 and 84, respectively, of the Code of the Township of Pine.
(12) 
Prepare and recommend to the Board of Supervisors, as necessary, any Master Plan for the development of present or future Township parks.
(13) 
Prepare and recommend to the Board of Supervisors, as necessary, a development plan for Pine Community Park and other present or Township parks (with said plans to be reviewed periodically).
(14) 
Review and issue recommendations upon applications received for permits to utilize athletic fields within Pine Community Park.
D. 
A Chairperson of the Parks and Recreation Commission shall be appointed by majority vote of the Board of Supervisors at its annual organizational meeting each year. The Board of Supervisors may accept a recommendation from the members of the Parks and Recreation Commission regarding the appointment of such Chairperson.
E. 
Two persons shall be elected as Vice Chairpersons of the Parks and Recreation Commission. Such Vice Chairpersons shall be elected (one each) from the membership of each of the Commission's permanent, standing committees at such committees' first meeting in any calendar year. The officers shall so serve until new officers are appointed and elected at the first such meetings of the following year. Officers may be reappointed or re-elected, but shall not serve more than two consecutive terms in any one office. Either Vice Chairperson shall perform the duties of the Chairperson in the event of his/her absence.
F. 
The Parks and Recreation Commission shall meet no less often than once per month.
G. 
The Chairperson shall be directly responsible to the Board of Supervisors for all activities of the Commission and shall give a report to the Board of Supervisors at its regular monthly meeting.
H. 
The Parks and Recreation Commission shall have the following permanent, standing subcommittees consisting of five identified persons on the Recreation Subcommittee and four identified persons on the Parks Subcommittee (as such may be specified by the Board of Supervisors). Each Subcommittee shall have responsibility for advancing and relating the general functions set forth in the preceding section to the below-specified duties and shall have the specific following responsibilities:

(1) 
The Recreation subcommittee shall have direct responsibility for volunteer recruitment and parks and recreation programming. Such programming shall include, but need not be limited to, recreation programs (e.g., summer recreation program, line dancing, Easter egg hunt, volleyball tournaments, Halloween hayrides etc.) and community recreation (e.g., basketball, volleyball, soccer, baseball, football, swimming and athletic tournaments).
(2) 
The Parks Subcommittee shall have direct responsibility for park and facility development, trails, greenways, operations and management.
(3) 
The Recreation Subcommittee and the Parks Subcommittee shall consist of five and four identified persons, respectively, (none of whom may serve on more than one of the Subcommittees) and shall have a Chairperson elected by it (who shall also serve as a Vice Chairperson of the Parks and Recreation Commission) and shall meet no less often than once per month.
(4) 
In addition to the Chairperson of each above-named subcommittee serving as a Vice Chairperson and member of the Parks and Recreation Commission, each such subcommittee shall also designate one other of its members to serve as an at-large member of the Parks and Recreation Commission.
I. 
The Township's Board of Supervisors may create such other subcommittees, on an ad hoc basis, as it deems necessary to assist the Parks and Recreation Commission in either its administration of special events or for the effective carrying out of its duties and responsibilities. The Board of Supervisors shall appoint the members of such other subcommittees and prescribe their officers, duties and required meetings.
A. 
Function. The Planning Commission shall consist of seven members and make recommendations to the Board of Supervisors upon all plans related to land development in the municipality. It shall function as the planning agency for the municipality.
B. 
Duties. The duties of the Planning Commission shall be to:
(1) 
Promote public interest in, and understanding of, the Comprehensive Plan, community development and planning, and it shall hold public meetings and public hearings to this end.
(2) 
Review and make recommendations to the Board of Supervisors concerning the Comprehensive Plan, the Official Map, the Zoning Ordinance,[1] subdivision and land development plans, building standards regulations for the municipality and all other plans for community development.

(3) 
Perform such other lawful duties as the Board shall, from time to time, direct.
A. 
Function. The Zoning Hearing Board shall consist of five members and shall be responsible for implementing the duties and responsibilities outlined in the Pennsylvania Municipalities Planning Code, as amended.[1]

B. 
Duties. The Zoning Hearing Board shall perform those duties prescribed by law, including the duties to:
(1) 
Conduct hearings and render decisions on appeals from the Zoning Officer.
(2) 
Hear challenges to the validity of any ordinance or map.
(3) 
Hear requests for variances and render decisions thereon, attaching such reasonable conditions and safeguards as it may deem necessary to implement the purposes of law, the Charter or ordinance.
(4) 
Hear and decide upon requests for special exceptions pursuant to criteria and standards adopted by the Board.
A. 
Function. The Environmental Advisory Council shall consist of five members and shall advise the Board of Supervisors and the Planning Commission on matters concerning the protection, conservation, management, promotion and use of natural resources, including air, land and water resources pursuant to Act No. 148 of December 21, 1973.[1]

B. 
Duties. The duties of the Environmental Advisory Council shall be to:
(1) 
Identify environmental problems and recommend plans and programs for the promotion and conservation of the natural resources and for the protection and improvement of the quality of the environment.
(2) 
Make recommendations as to the possible use of open land areas.
(3) 
Promote a community environmental program.
(4) 
Keep an index of all open areas, publicly or privately owned, including but not limited to flood-prone areas, swamps and other unique natural areas for the purpose of obtaining information on the proper use of such areas.
(5) 
Advise the appropriate local governmental agencies and the Board of Supervisors in the acquisition of property, both real and personal, by gift, purchase, grant, bequest, easement, devise or lease, and in matters dealing with Act 148 of 1973.[2]

(6) 
Upon formal request from the Board of Supervisors or Planning Commission, review any proposed municipal or park development, or any private development in excess of five acres, for purposes of rendering an advisory opinion as to the effect such development will have upon the environment.
A. 
Function. The Impact Fee Advisory Committee shall consist of 11 members and shall make recommendations to the Board of Supervisors regarding the necessity for and the possible implementation of a transportation impact fee pursuant to the provisions of Act 209 of 1990 and the Pennsylvania Municipalities Planning Code, as amended.[1]
