It shall be unlawful for any person to construct, alter or extend any mobile home park within the limits of Pine Township unless he holds a valid permit issued by the Allegheny County Health Department in the name of such person for the specific construction, alteration or extension proposed and also a permit issued by the Pine Township hereunder.
A. 
Application to the Allegheny County Health Department. All applications for permits shall be made by the owner of the mobile home park or his authorized representative in accordance with the rules and regulations of the Allegheny County Health Department.
B. 
Application to Pine Township. An application shall be filed with the Township Planning Commission, using a form furnished by said Commission, for a permit to operate a mobile home park in the Township.
Upon receipt of such application, the Planning Commission shall forthwith inspect the applicant's plans and proposed park to determine compliance with the provisions of this chapter, and with the Township Zoning Ordinance.[1] After a favorable determination by the Allegheny County Health Department, the Planning Commission shall report its findings and recommendations to the governing body for a final decision. If the governing body approves the mobile home park, the applicant shall be issued a mobile home park permit which shall be valid until January 31 of the next year. When the application is refused, the decision shall specify grounds for refusal by citing provisions relied upon.

Renewal permits for a like period shall be Sued by the Township Zoning Officer upon furnishing proof by the applicant that his park continues to meet the standards prescribed by the Allegheny County Health Department, this chapter and the Township Zoning Ordinance.[1]

Each application for a new or renewal permit hereunder shall be accompanied by payment of an inspection fee annually affixed by resolution of the Board of Supervisors.[1] In the event that the Building Inspector or other Township employee or official is required to perform additional or unusual service in determining said application, the cost of such additional services shall be borne by the applicant. Such charges shall be paid, whether or not the application is approved.

It shall be unlawful for any person to buy, lease, rent, occupy or have occupied any mobile home which has not been inspected and approved by the Pennsylvania Department of Community Affairs, Division of Industrialized and Mobile Housing. All units which have been inspected and approved shall bear the insignia of the Department of Community Affairs.

Allegheny County Health Department. It shall be unlawful for any person to operate any mobile home park within the limits of the Township unless he holds a certificate of registration issued annually by the Allegheny County Health Department in the name of such person for the specific mobile home park. Proof of such registration shall be furnished the Township Zoning Officer by no later than February 1 of each year.
B. 
Transfer of ownership. Every person holding a certificate shall file notice, in writing, with the Allegheny County Health Department and the Township Zoning Officer within 10 days after having sold, transferred, given away or otherwise disposed of all or part of his interest in or control of any mobile home park. If the certificate of registration is transferred by the Allegheny County Health Department, proof of such transfer shall be furnished the Township Zoning Officer forthwith.
C. 
Suspension. Whenever, upon inspection of any mobile home park, it is determined that conditions or practices exist which are in violation of any provision of this chapter, or of any regulations adopted pursuant thereto or of the Township Zoning Ordinance[1] or of any other applicable Township ordinance, the Township Zoning Officer shall give notice, in writing, to the person to whom the certificate was issued, advising him that unless such conditions or practices are corrected within a reasonable period of time specified in the notice, but not to exceed 30 days, the license to operate in the Township shall be suspended. At the end of such period, such mobile home park shall be inspected, and, if such conditions or practices have not been corrected and the licensee has not requested a hearing, the Township Zoning Officer shall suspend the license and give notice, in writing, of such suspension to the person to whom the certificate is issued.

A. 
Inspections. A representative of the Township, shall inspect a mobile home park at reasonable intervals, but not to exceed once every 90 days, and at reasonable times to determine compliance with this chapter. Following each inspection by the Township representative, a report of findings shall be made at the next regularly scheduled meeting of the Board of Supervisors.
B. 
Occupancy permits. The Township Inspector shall also inspect each new mobile home unit immediately after installation to ensure compliance with all applicable regulations. Certificates of occupancy for each mobile home unit shall be applied for coincident with the application for a building permit and shall be issued by the Zoning Officer within 10 days after the installation of such unit shall have been completed in conformity with the provisions of this chapter. A record of all certificates shall be maintained by the Township Supervisors, and copies shall be furnished, on request, to any person who has a proprietary or tenancy interest in the unit affected. No mobile home shall be occupied without such a permit.
C. 
Inspectors. The Township Zoning Officer is hereby designated as the person to make such inspections. Another or additional inspectors may also be authorized to make inspections or additional inspections at the discretion of the Township Supervisors.
D. 
Authorization to act. The Township Zoning Officer may, in his discretion, give notice for violations of this chapter and issue notice thereof, without express authority from the Township Supervisors in each instance.
