In all cases where the Township of Shaler is required to pay to the Allegheny County Sanitary Authority any sums for delinquent accounts incurred by residents of said Township, said residents who incurred said delinquency and are responsible therefor shall reimburse the Township of Shaler in full for any and all sums that were required to be paid by the Township to the Allegheny County Sanitary Authority as a result of said delinquency for failure to pay the charges assessed by said Authority and, in addition to the above, said Township shall assess to each and every delinquent account a quarterly charge of $1.25 to cover the costs and expenses incurred by the Township in the process and handling of said delinquent account.
A. 
The Secretary of the Board of Commissioners is directed to notify the party or parties responsible for the delinquency, in writing, setting forth the total amount that the Township was required to pay to the Authority on their behalf and request that reimbursement be made forthwith.
B. 
Upon failure to receive the requested sum or sums as set forth above within 15 days from date of said notice, then said Secretary, at the discretion of the Board of Commissioners, is empowered to shut off the water supply to said party involved or to proceed to collect the sum or sums involved in the manner provided by law for the collection of such accounts, whichever in the Board's discretion it deems advisable.
