Subject to any restrictions that may be adopted by the Luray Volunteer Fire Department, the Stanley Volunteer Department and the Shenandoah Volunteer Fire Company and pursuant to the authority of § 40.1-79.1 of the Code of Virginia (1950), as amended, any person residing within the County of Page, Virginia, who is 16 years of age or older, after first obtaining his/her parent's or legal guardian's approval, in writing, is authorized to work with or fully participate in all activities of the fire departments, provided the fire departments have liability insurance coverage for junior members and such junior members have attained certification under the National Fire Protection Association NFPA 1001, level one, fire fighter standards and any other requirements, as administered by the Virginia Department of Fire Programs. The certification record and parental or guardian consent shall be kept on file in the offices of the fire departments for each participant who is enrolled pursuant to this section.
