GENERAL REFERENCES
Fire prevention — See Ch. 245.
The Fire Department of the City shall consist
of the following:
A.
One Chief.
B.
Three Deputy Chiefs, Battalion Chiefs, or Captains
in such combination as is approved by the Police and Fire Commission
from time to time in accordance with the budget authorized by the
Common Council.

C.
Three lieutenants.
D.
Ten driver operators or firefighters in such combination
thereof, if deemed necessary by the Fire Chief in accordance with
the budget authorized by the Common Council.

Such
additional personnel as may be authorized by the Common Council from
time to time.

A.
Appointment of Fire Chief. The Chief of the Fire Department shall be appointed by the Police and Fire Commission established pursuant to § 17-7 of this Code. The Fire Chief shall hold office subject to suspension or removal by the Commission for cause.

B.
Duties of Fire Chief. The Fire Chief shall have command
and supervision over all the members, apparatus and operations of
the Fire Department, subject to the rules and regulations which may
be prescribed by the Council and the Police and Fire Commission and
§ 62.13, Wis. Stats. He shall perform all duties delegated
to him by the laws of the State of Wisconsin, including but not limited
to § 62.13, Wis. Stats., and by the ordinances of the City
of St. Francis, Wisconsin. He shall keep all appliances belonging
to the City and used for the purpose of the Fire Department in good
repair and ready for immediate and efficient service and make an annual
report to the Council on or before the first regular meeting in April
as to:

To appoint subordinates. The Fire Chief shall appoint
subordinates subject to the approval of the Police and Fire Commission
and pursuant to the laws of the State of Wisconsin, including § 62.13,
Wis. Stats. Such appointments shall be made by promotion, when this
can be done with advantage, otherwise from an eligible list provided
by examination and approval by the Police and Fire Commission and
kept on file with the Clerk.
D.
To make rules and regulations for the Department.
The Fire Chief may make such rules and regulations for the good government
of the Fire Department as he may deem necessary or expedient, but
such rules and regulations shall not be inconsistent with the provisions
of this chapter.
Every firefighter shall have the police power
and duties delegated to him by Wisconsin law and such other duties
as prescribed by the Fire Chief.
Whenever the Chief or officer in charge determines,
the Fire Department, or any part thereof, shall answer any call outside
the City. The members of the Fire Department while responding to or
attending or returning from any such call shall be deemed to be employees
of the City.

A.
Composition.
The Bureau of Fire Prevention shall be operated under the supervision
of the Fire Chief. He shall assign Fire Department personnel to the
Bureau and may secure, with Mayoral approval, such temporary technical
expert assistance outside the Department as necessary to enforce the
regulations of this section.
B.
Duties.
The Bureau shall:

Enforce these regulations and all other laws and ordinances relating
to the following:

Perform such other duties as are set forth in this section and as
required by all other laws and ordinances and lawful orders of the
Wisconsin Department of Safety and Professional Services and any additional
duties prescribed by the Chief.

A.
Fees for basic life support ("BLS"), mileage, oxygen and supplies
shall be as provided by the current fee schedule on file with the
City Clerk.
B.
Any person, firm, contractor, or corporation requiring rescue services
beyond the capacity of the Fire Department shall reimburse the City
for personnel costs, equipment and supplies, and outside rescue services.
These services include, but are not limited to, services required
for confined space rescue, deep tunnel rescue, high/low angle rescue,
the handling of hazardous material, and any services requiring use
of non-Fire-Department persons, firms, contractors, corporations or
any other non-Fire-Department entities.
