As used in this chapter, the following terms shall have the meanings indicated:
The burning of the skin with a hot tool, cauterizing laser or dry ice so that a mark is embedded in the deep tissue.
The insertion of an object under the skin, so that it remains under the skin, in whole or in part, after the procedure. This definition does not apply to the post used in body piercing to keep the perforation from closing.
The cutting of the skin so that when it heals scar tissue will remain.

No person shall engage in the practice of implanting, branding or scarification.

Sections 463.10(4), 463.12(4) and 463.16(9), Wis. Stats., and Ch. SPS 221, Wisconsin Administrative Code, are hereby adopted by reference as they may be amended from time to time in full as though full set forth herein.

No tattooing or body piercing establishment shall be open between the hours of 11:00 p.m. and 8:00 a.m.
No tattooing or body piercing establishment shall be within 500 feet of any church, school or day care.
Any person desiring a tattoo or body pierce shall first sign a consent form with the proprietor of the business. No such procedure may be performed until 24 hours after the time such consent form has been signed.
The Medical Advisor, with the assistance of all other City personnel, shall enforce this chapter.
Any person who shall violate any provision of this chapter shall be subject to a penalty as provided in § 1-4 of this Code.
