There shall be established an Economic Development
Commission, which shall consist of nine members appointed by the Mayor
and confirmed by the City Council.
The purpose, policy and intent of this Commission
is to increase the value of the City of Marlborough's rental unit,
commercial, industrial, and business property through the promotion
of the community by capitalization of public and private funds and
implementation of various real estate incentives; to coordinate the
various regulatory processes, resulting in the creation and retention
of jobs and employment, a sustained increase in the tax base and the
enhancement of the quality of life for individuals who live, work
and do business in the City of Marlborough.
Such Commissioners shall serve without compensation.
Such Commission members shall meet immediately
after their appointment and confirmation and elect one of their members,
who shall act as Clerk and who shall keep a record of their proceedings;
in each year thereafter such Commission shall meet in the month of
February for the election of the Clerk. Such Commission shall vote
to determine the time and place of other meetings.
The Commission shall, in December of each year,
render a report of its administration to the Mayor and City Council
and shall render such further reports as may be required of it by
the City Council from time to time.
The various departments of the City shall render
such service to the Commission as they may be required to perform
by the Mayor and/or the City Council from time to time.
The City Council of the City of Marlborough
hereby declares a certain section of the City to be in need of particular
attention to help attract private investment and that a substantial
portion of said area is either a blighted area or decadent area, as
respectively defined in MGL c. 121B, § 1, and that a portion
of said area is an area within which industrial or economic growth
should be fostered; said area shall be defined as an "urban enterprise
zone."
A. This area is further defined as being located within
or contiguous to the following boundaries: On the east from the intersection
of South Street and Maple Street northerly along Maple Street to East
Main Street at Stevens Street ("Parmenter Square"); westerly along
Lincoln Street to Highland Street; northerly along Highland Street
to Jefferson Street; northwesterly along Jefferson Street to Hudson
Street; westerly along Hudson Street to Mechanic Street; southerly
along Mechanic Street to Chestnut Street; westerly along Chestnut
Street to Pleasant Street; southeasterly along Pleasant Street to
South Street; and continuing southeasterly along South Street to Maple
Street.
