The Mayor shall establish and appoint a committee
to be known as the "Capital Improvement Planning Committee," composed
of the Mayor or his designee, the School Superintendent, one member
of the City Council to be chosen by the President of the City Council,
one member of the School Committee to be selected by the other members
of the Committee, the Director of Public Works, the Auditor and the
Treasurer. The Planning Director shall be an ex officio staff member
without the right to vote. The Committee shall choose its own officers.
The Committee shall study proposed capital projects
and improvements involving major nonrecurring tangible assets and
projects which are purchased or undertaken at intervals of not less
than five years, have a useful life of at least five years and cost
over $10,000. All officers, boards and committees, including the Mayor
and the School Committee, shall, by December 1 of each year, give
to the Committee, on forms prepared by it, information concerning
all anticipated projects requiring a City Council appropriation during
the ensuing six years. The Committee shall consider the relative need,
impact, timing and cost of these expenditures and the effect each
will have on the financial position of the City. No appropriation
shall be voted for a capital improvement requested by a department,
board or commission unless the proposed capital improvement is considered
in the Committee's report or the Committee shall first have submitted
a report to the Mayor explaining the omission.
The Committee shall prepare an annual report
recommending a capital improvement budget for the next fiscal year
and a capital improvement program, including recommended capital improvements,
for the following five fiscal years. The report shall be submitted
to the Mayor for his consideration, approval and recommendation. The
Mayor shall submit his recommended capital budget to the City Council
for adoption.
Such capital improvement program, after its
adoption, shall permit the expenditure on projects included therein
of sums from departmental budgets for surveys, architectural or engineering
advice, options or appraisal, but no such expenditure shall be incurred
on projects which have not been so approved by the City through the
appropriation of sums in the current year or in prior years or for
preliminary planning for projects to be undertaken more than five
years in the future.
The Committee's report and the Mayor's
recommended capital budget shall be published and made available in
a manner consistent with the distribution of the operating budget.

The Mayor shall establish and appoint a committee
to be known as the "Recycling Steering Committee," composed of the
Mayor or his designee, one member of the City Council, the Solid Waste
Coordinator, the Public Works Commissioner or his designee, the Conservation
Officer, the Chief Procurement Officer, the Finance Officer, and a
citizen representative. The Committee shall choose its own officers.
The purpose of the Committee shall be to implement
City-wide recycling programs, to develop and implement recycling programs
within City government, and to develop and implement a plan for purchase
of recycled supplies for use by City offices.
This Committee shall work in concern with a
seven-member Recycling Advisory Committee appointed by the Mayor,
whose purpose shall be to oversee recycling efforts, to issue annual
reports on same, to plan publicity campaigns and encourage public
involvement in recycling issues, and to investigate regional recycling
efforts.
