Jefferson is hereby authorized to enter into an intergovernmental cooperation agreement with Spring Grove, authorizing Spring Grove's Zoning Officer to administer and enforce Jefferson's Zoning and Building Code Ordinances.[1] A copy of that agreement is attached hereto, marked Exhibit "A," and incorporated by reference.[2]

The purpose and objectives of the intergovernmental cooperation agreement are for Spring Grove Zoning Officer to perform administration and enforcement of Jefferson's Zoning Ordinance and Building Code Ordinance, under such authority and conditions as Jefferson shall designate. The parties agree that part of the responsibilities of the Zoning Officer shall be the requirement that he or she attend any zoning hearings and monthly municipal meetings, as needed and as requested by Jefferson.
The intergovernmental cooperation agreement sets forth the terms of payment by the parties, a draft of which is incorporated by reference and made a part hereof.[1]

This article shall be effective January 2, 2017, or upon the effective date of a similar ordinance enacted by Spring Grove Borough, and the signing of the agreement, whichever occurs last.
