The provisions of this chapter imposing a time
limit on parking shall not relieve any person of the duty to observe
other and more restrictive provisions prohibiting or limiting the
stopping, standing or parking of vehicles as set forth in N.J.S.A.
39:4-138, any other New Jersey statute or as provided in this chapter.

a.
Whenever snow has fallen and the accumulation is such
that it covers the street or highway, no vehicle shall be parked on
any of the streets or parts of streets where EMERGENCY NO PARKING
signs have been placed in accordance with Paragraph b below. Parking
prohibitions shall remain in effect after the snow has ceased until
the streets have been plowed sufficiently so that parking will not
interfere with the normal flow of traffic.
b.
Upon the declaration of an emergency, there shall
be no parking upon streets or sections of streets where temporary
EMERGENCY NO PARKING signs are displayed. The Chief of Police or,
in his absence, the ranking police officer, is authorized to declare
an emergency and to direct the posting of EMERGENCY NO PARKING signs
when weather conditions, accidents, fires or public celebrations require
the avoidance of hazards or other conditions which interfere with
the free flow of traffic. Notification that EMERGENCY NO PARKING signs
are being or will be posted shall be given to the operator or owner
of any vehicle which has been parked prior to the posting of the signs.
c.
Any unoccupied vehicle parked or standing in violation
of this subsection is declared to be a nuisance and a menace to the
safe and proper regulation of traffic, and any police officer may
provide for its removal, and the owner shall pay the reasonable costs
of removal and storage before regaining possession of the vehicle.
d.
The effectiveness of this section is contingent upon
signs being erected as required by law.

No person shall park a vehicle at any time upon
any streets or parts of streets described in Schedule I attached to
and made a part of this chapter (except Saturdays, Sundays and legal
holidays).
a.
No vehicle shall be parked on a portion of Allen Street
beginning at a point 178 feet west of the westerly curbline measured
along the north side of the intersection of North Finley Avenue (CR
No. 613) to a point 25 feet east of easterly curbline of Hillside
Terrace as designated in Schedule II, attached hereto and made a part
of this chapter, during the hours designated in Schedule II, Monday
through Saturday, unless:
1.
The vehicle is owned or operated on a regular basis
by a resident of that portion of Allen Street or is a visitor, contractor
or service or delivery vehicle to a residence on that portion of Allen
Street.

b.
No vehicle shall be parked on a portion on the north
side of Allen Street beginning at a point at the intersection of North
Finley Avenue (CR No. 613) to a point 178 feet west as designated
in Schedule II, attached hereto and made a part of this chapter, during
the hours designated in Schedule II, Monday through Saturday, unless:
1.
The vehicle is owned or operated by the owner of,
or a visitor, contractor or service or delivery vehicle to, the professional
building located at 20 North Finley Avenue.

c.
No vehicle shall be parked on any portion of Gelsey
Lane in its entire length beginning from Commonwealth Drive to and
including the cul-de-sac bulb as designated in Schedule II, attached
hereto and made a part of this chapter, during the hours designated
in Schedule II, except Saturdays, Sundays and holidays, unless:
1.
The vehicle is owned or operated on a regular basis
by a resident of that portion of Gelsey Lane or is a visitor, contractor
or service or delivery vehicle to a residence on that portion of Gelsey
Lane.

d.
No vehicle shall be parked on any portion of Wedgewood Drive in its
entire length, beginning from Valley Road to and including the cul-de-sac
bulb at the terminus of Wedgewood Drive, as designated in Schedule
II, attached hereto and made a part of this chapter, during the hours
and times designated in Schedule II, unless the vehicle is owned or
operated by the owner of a tenant of, or a visitor, contractor or
service or delivery vehicle to a residence on Wedgewood Drive.

1.
Parking on Wedgewood Drive will require a permit from March 15 to
October 31. The Township will issue up to five hangtag parking permits
for each household on Wedgewood Drive. Residents must clearly display
hangtags from the rear view mirror of any permitted vehicle. Residents
may pass on these permits to future owner or renters of each Wedgewood
Drive residence. There will be a per-permit replacement fee of $10
charged for lost hangtags.
2.
Upon application by a resident of Wedgewood Drive, or his representative, in writing to the Chief of Police, if the Chief of Police shall determine that there exists an emergent or unexpected situation or for other good cause shown such prohibition, limitation or hangtag permits would result in undue hardship to the applicant, the Chief of Police may make an exception to this Subsection 7-3.4d. Such exception shall remain in effect only for the period specified by the Chief of Police.
e.
No vehicle shall be parked on any portion of Brentwood Court in its
entire length beginning from North Maple Avenue to and including the
cul-de-sac bulb as designated in Schedule II, attached hereto and
made a part of this chapter, during the hours designated in Section
II, any day, unless:

The vehicle is owned, leased or operated on a regular basis by a
resident of that portion of Brentwood Court or is a visitor, contractor,
service or delivery vehicle to a residence on that portion of Brentwood
Court.
f.
No vehicle shall be parked on the westerly portion of North Maple
Avenue beginning from Madisonville Road to the northern terminus of
Lot 4 in Block 803 as measured along the road center line as designated
in Schedule II, attached hereto and made a part of this chapter, during
the hours designated in Schedule II, any day, unless:

The vehicle is owned, leased or operated on a regular basis by a
resident of that portion of North Maple Avenue known as Block 803,
Lots 7, 8, 9 and 18, or is a visitor, contractor or service or delivery
vehicle to a residence on that portion of North Maple Avenue known
as Block 803, Lots 7, 8, 9 and 18.
g.
No vehicle shall be parked on the easterly portion of North Maple
Avenue beginning from Madisonville Road to the northern terminus of
Block 804, Lot 2.01, as measured along the road center line as designated
in Schedule II, attached hereto and made a part of this chapter, during
the hours designated in Schedule II, any day.

h.
The Township shall erect and maintain regulatory signs to implement
the above restrictions.

i.
Permit parking does not override other Township-wide parking rules
(e.g., ban on overnight parking).

No person shall stop or stand a vehicle between
the hours specified in Schedule III of any day (except Sundays and
public holidays) upon any of the streets or parts of streets described
in Schedule III attached to and made a part of this chapter.

No person shall park a vehicle for longer than
the time limit shown in Schedule IV at any time between the hours
listed in Schedule IV of any day (except Sundays and public holidays)
upon any of the streets or parts of streets described in Schedule
IV attached to and made a part of this chapter.

No person shall remove a vehicle from any street
in Basking Ridge Center and return the same to a street located in
Basking Ridge Center within two hours thereof for the purpose of avoiding
the limitations set forth in Schedule IV hereof. In the event any
such vehicle is removed from a street in Basking Ridge Center and
returned to Basking Ridge Center within said two-hour time period,
it shall be presumed that the purpose for the removal and return thereof
was to avoid the limitation set forth herein which presumption is
rebuttable.

a.
No person shall park a vehicle on any street in Basking
Ridge Center for the purpose of, or during the process of, soliciting
sales of the vehicle, soliciting sales or business, displaying goods
for sale or selling, or offering to sell.
b.
No person shall park a vehicle on any street in Basking
Ridge Center which is inventory in the hands of the owner or such
person or which is being held for sale in the ordinary course of business
by the owner or such person.
c.
No person shall park a vehicle on any street in Basking
Ridge Center which is in the possession of the owner or anyone acting
on behalf of the owner or any person in the business of repairing
vehicles if such vehicle is in the possession of such owner or person
for the purpose of repairing such vehicle.
d.
No person shall park a vehicle on any street in Basking
Ridge Center which is licensed by the State of New Jersey to a new
car dealer or used car dealer and which bears a license plate indicating
that such car is owned by or registered to a new car or used car dealer.

For the purposes of this Chapter VII the term
"Basking Ridge Center" shall include the area bordered on Oak Street
(between Brownlee Place and South Maple Avenue), South Maple Avenue
(between Oak Street and Lewis Street), Lewis Street (its entire length),
South Finley Avenue (between Lewis Street and Henry Street), West
Henry Street (between South Finley Avenue and Brownlee Place) and,
Brownlee Place (its entire length). Basking Ridge Center shall also
include both sides of the interior streets of the above-described
area, both sides of streets delineated as bordering the area and the
extension of West Henry Street from Brownlee Place to Rankin Street.

For sale signs on vehicles parked in front yards,
right-of-way easements and/or residential streets shall be prohibited,
except that a currently registered and inspected motor vehicle which
is parked in a driveway may display one sign advertising it for sale,
provided that: such sign is mounted inside the passenger compartment
of the motor vehicle and does not exceed three square feet in area;
and the sale of such motor vehicle is an occasional sale and not part
of a trade or business.

Unless authorized by the Township, no person shall park a vehicle
at any Township park or open space property as set forth on Schedule
XXI hereof unless utilizing the park or open space property for its
intended purpose.
