It shall be unlawful for any person, firm or corporation to barricade, stop a vehicle, park or otherwise block, any of the passage, entrance or exit ways to, in, about or out of any public building or any place occupied for public use or accommodation, whether upon public or private property, so as to interfere with or obstruct the free and unimpeded passage of persons and fire equipment around the said building.
On private property which is devoted to public use, there shall be maintained one or more unobstructed lanes to provide for the ingress and egress of fire department vehicles, equipment and personnel, said lanes to be a minimum of 12 feet in width and laid out for the convenient access from the public thoroughfares and water supplied to the building or buildings. The words FIRE LANE shall be painted on the ground at each end of the fire lane. The painting of the words, FIRE LANE and the markings of said lanes shall be performed and maintained by and at the expense of the property owner or occupier.
All fire lanes around any building open for public use must also be so designated by official signs approved by the Township. The number and location of said signs shall be designated by the Township. All official signs erected upon private property shall be erected and maintained at the expense of the owner or occupier of the property.
Any person who violates or permits a violation of this article shall, upon conviction in a summary proceeding brought before a Magisterial District Judge under the Pennsylvania Rules of Criminal Procedure, be guilty of a summary offense and shall be punishable by a fine of not less than $5 nor more than $1,000, plus costs of prosecution. In default of payment thereof, the defendant may be sentenced to imprisonment for a term not exceeding 90 days. Each day or portion thereof that such violation continues or is permitted to continue shall constitute a separate offense, and each section of this article that is violated shall also constitute a separate offense.
